Duties

The duties may include, but are not limited to:,Distributing and balancing workload among Grants Program team members. Reporting to supervisor on performance, progress, and training needs of team members, as well as any conduct problems.,Providing leadership on grants/assistance assignments, projects, problems, and deadlines; assessing work to ensure reasonable product quality.,Providing training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, customers, review panels, applicants, recipients, and sub recipients, as needed.,Cooperating and liaising with various Federal agencies, organizations, stakeholder groups, and institutions in developing, reviewing, and evaluating the impact of new statutory regulations.,Conducting outreach to eligible applicants about grant program requirements.,Monitoring and assessing recipient performance and compliance with all award terms and conditions, and ensures alignment with established performance measures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Providing expert advice to lower-graded colleagues on a variety program operations. Applying relevant laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grant agreements and awards. Conducting grant agreement reviews and analyses to identify and resolve management, financial and administrative issues throughout the grant lifecycle. Representing the Agency and program to industry officials, trade organizations, the general public, administrators, and political and elected officials. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
