Duties

You will serve as the Lead Telecommunications Specialist in the Base Communications Office (BCO) Ventura Division, Policy-Plans-Project Department (N5) at NAVAL COMPUTER AND TELECOMMUNICATIONS STATION (NAVCOMTELSTA).,You will perform database and programming functions to systems software and hardware upgrades, facility upgrades, option features, trunking, systems configuration, and traffic studies.,You will perform database and programming functions to carriers, multiplexers, fiber optic transport systems, and remote digital PBX’s.,You will dispatch service calls, trouble calls and work request to communication specialist, cable splicers, repairman, electronic technicians, and commercial telephone company personnel.,You will perform service desk functions, which include; receiving and record keeping of all work request, service calls, trouble calls and/or work requests.,You will provide leadership to a group of seven to ten operational personnel.,You will task, identify and distribute work assignments, monitor training, set goals and objectives, and provide technical direction.,You will evaluate work performance to include work methods and procedures for opportunities to improve efficiency and effectiveness.,You will advise engineering on configuration designs to main switch, system features available, system capabilities, and status of cable pairs.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience managing switch (including peripheral equipment), distribution systems, voice mail, telephone and line installation, repair and maintenance. -Experience overseeing and administrating contracts related to switch and voice mail repair/maintenance. -Experience utilizing telecommunications operating techniques, digital and analog communication requirements and area networking procedures. -Experience coordinating with members of the team to resolve basic compatibility issues concerning telecommunications systems. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0391-12. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
