JOB SUMMARY
The job duties of the Management Analyst include, but are not limited to assisting Administration with a variety of State and Federal legislative issues; grant writing; assisting Finance Department with budget planning and review of financial statements; and performs a wide variety of analytical, technical and sensitive special projects assigned by the City Manager’s office spanning the entire municipal organization, cultural advisory matters and citizen programming.

DUTIES AND RESPONSIBILITIES
The following are the performance expectations of the City along with examples of how the expectation relates to the position of a Management Analyst. This is not an exhaustive list of job responsibilities and therefore, other duties may be assigned:

Expectation to:
• Assists the City Manager and Assistant City Manager with a variety of State and Federal legislative issues including tracking and drafting responses.
• Serves as a liaison for a variety of multi-cultural activities and projects.
• Under direction of the City Manager’s office serves as a resource for researching, planning, preparing, and implementing projects and policies.
• Writes grants and administers the grant process for various departments.
• Reviews financial statements in coordination with Finance Director.
• Assists Finance Director with budget planning.
• Assists with planning of Engage Dodge and Cultural Relations Advisory Board activities and programming.
• Assists with various tasks involving grant writing, finance, general administration, and cultural advisory matters.
• Conducts analytical research for various City operations, functions and programs.
• Monitors community engagement activities and social media communications for the City Manager’s office.
• Prepares staff reports, resolutions and ordinances. Presents information and updates to the City Manager’s office.
• Under administrative direction and general operating standards, performs work requiring significant interpretive judgment in variation from established procedures and standards.

• Reports all accidents to the appropriate individual. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries.
• Understanding if items are in need of repair and takes responsibility to ensure that it is either fixed properly or informs the appropriate personnel.


QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

EDUCATION AND/OR EXPERIENCE
• A minimum of a Bachelor’s degree in Business Administration, Business or related field and working towards a Master’s Degree in Public Administration.
• Bilingual preferred.
• Valid Kansas Driver’s License.
• Good driving record.
• A minimum of four (4) years of business management experience or equivalency in education.

SKILLS AND ABILITIES
• Ability to cooperate with staff, public, vendors, City and community elected officials, suppliers, contractors, etc.
• Ability to maintain a professional manner when dealing with the public.
• Ability to develop work schedules.
• Ability to comprehend, retain and apply City and state policies and legislation, i.e. City ordinances, procedure manuals, etc.
• Ability to operate various types of equipment – Standard office equipment, computers, etc. Other equipment/apparatus could be required.
• Ability to use independent judgment and has the ability to carry out projects from beginning to completion with little or limited supervision.
• Ability to conduct effective research projects and prepare accurate reports and information.
• Ability to develop and implement effective records and report systems and schedules.


LANGUAGE SKILLS
• Ability to communicate effectively with other members of the staff, supervisor, and the public.
• Ability to communicate in both written and verbal form.
• Ability to read City policies and procedures; legal contracts, financial statements, written instructions, general correspondence; MSDS sheets, safety manuals, etc.

• Ability to calculate basic mathematical calculations.
