Job Description

Alcott, a leading nonprofit agency dedicated to providing vital mental health and supportive housing services to low-income adults across Los Angeles County, is seeking an experienced Program Manager – DMH to lead one of our outpatient mental health programs.

Schedule: Full Time, Monday through Friday, 8:00 am to 5:00 pm
Salary Range: $80,000 – $83,000 annually, DOE

What You'll Do: The Impact You'll Make

As a Program Manager – DMH, you will oversee the daily operations of an outpatient mental health program while providing clinical leadership, staff supervision, quality assurance oversight, and operational support. You will help ensure clients receive exceptional behavioral health services while maintaining compliance with Los Angeles County Department of Mental Health (LACDMH) standards and agency expectations.

Program Leadership & Operations

  • Lead the daily operations of an outpatient mental health program, ensuring high-quality, client-centered service delivery.
  • Ensure adequate staffing and daily client coverage to meet program and contractual requirements.
  • Respond to operational and clinical issues, escalating emergencies to executive leadership as appropriate.
  • Coordinate services across agency programs to ensure continuity of care and positive client outcomes.
  • Monitor program productivity, billing, and service delivery to ensure compliance with agency and contract standards.
  • Represent Alcott at community meetings, provider collaborations, and stakeholder events.
  • Provide operational support and cross-coverage for other Program Managers as needed.

Staff Leadership & Development

  • Supervise Case Managers, Clinical Case Managers, Mental Health Rehabilitation Specialists, and other assigned staff.
  • Provide coaching, mentorship, and clinical supervision to promote professional growth and accountability.
  • Train staff on case management responsibilities, community resources, documentation standards, and agency procedures.
  • Conduct performance evaluations and support employee development.
  • Assist with recruitment, interviewing, onboarding, employee relations, corrective action, and performance management.
  • Facilitate staff meetings, daily check-ins, and community meetings in collaboration with program leadership.

Clinical Services & Quality Assurance

  • Maintain a limited caseload by providing individual and group mental health services and case management as needed.
  • Provide crisis intervention services and clinical consultation for clients experiencing behavioral health emergencies.
  • Ensure all clinical services are documented accurately, timely, and in accordance with LACDMH documentation standards.
  • Conduct chart reviews and support quality assurance initiatives to maintain documentation accuracy and audit readiness.
  • Assist with internal, county, state, and external audits as needed while ensuring ongoing regulatory compliance.

What You'll Bring: Your Qualifications

Education & Licensure

  • Master's degree in a mental health-related field.
  • Current California licensure or registration as an LMFT, LCSW, LPCC, or other qualifying behavioral health license.
  • LPS designation within ninety (90) days of hire.

Experience

  • Previous experience working with the Los Angeles County Department of Mental Health (LACDMH) or one of its contracted providers preferred.
  • Comprehensive knowledge of LACDMH Rehabilitation Option guidelines and documentation requirements, including Intake through Discharge documentation, preferred.

Skills & Abilities

  • Strong leadership, coaching, and team development skills.
  • Excellent communication, organizational, and interpersonal skills.
  • Ability to manage multiple priorities while maintaining compliance with regulatory and contractual requirements.
  • Strong knowledge of behavioral health documentation, quality assurance, and outpatient program operations.
  • Proficiency with Microsoft Office and electronic health record (EHR) systems.

Licenses & Requirements

  • Valid California Driver's License with a clean driving record and the ability to meet Alcott's driving and insurability requirements. Field work may be required.
  • Successful completion of Live Scan fingerprinting and all required background clearances.
