Job Description

GENERAL DESCRIPTION OF POSITION:

Garud is seeking a Data Analyst to support Eagle Government Solutions Joint Venture (EGS JV),The Air National Guard Readiness Center (ANGRC), and Acquisition & Contract Management Support Services by collecting, analyzing, and interpreting complex datasets to inform operational decisions and improve program effectiveness. This role may develop dashboards, reports, and data driven insights that help identify trends, enhance workflow efficiency, and support mission critical activities. The analyst collaborates with cross functional teams, ensures data accuracy and integrity, and applies strong analytical and technical skills to turn information into actionable recommendations.

This position is on site at the Air National Guard Readiness Center, Joint Base Andrews, Maryland office 5 days a week and reports to the Program Manager.

Key Responsibilities:

  • 'Develop, implement, and maintain a Contract Forecast to track upcoming, ongoing, and completed acquisition actions. Identified funding source(s). Period of Performance (PoP) details for current and planned contracts. The forecast shall be updated monthly based on changes to priorities or new requirements identified by ANGRC Mission Partners.
  • Maintain an Acquisition Template Library to ensure ANGRC’s acquisition processes remain standardized and up to date.
  • Create, edit, and manage templates for key acquisition documents (e.g., PWS, IGE, IGCE, QASP, J&A).
  • Incorporating input from ANGRC leadership and NGB-AQ to validate content accuracy and alignment with current regulations and published guidance.
  • Ensuring version control and maintaining a historical log of template updates.
  • Develop and maintain a Requirements Checklist to ensure acquisition packages meet all regulatory and procedural requirements. The checklist shall include but is not limited to: Required documents for different acquisition types (e.g., option renewals, new; procurements, assisted acquisitions); Processing timelines for each document type, including backward planning. 
  • Develop and maintain a Processing Time Dashboard to measure and report acquisition timelines across ANGRC. The dashboard shall include: a. Average processing times by acquisition category (aligned with NGBAQ’s Fiscal Year PALT memo); Data visualization tools for stakeholder awareness and process. The dashboard shall be accessible to ANGRC personnel on SharePoint. 
  • Maintain a Contract Status Monitoring Tool to track and report on acquisition actions throughout their lifecycle. The tool shall provide real-time visibility into the following data fields-
    1. Action Identification Number (PIF, ANGRC ID, Contract Number). 
    2. Current status (e.g., “Submitted to Contracting,” “Awaiting Approval, “Awarded”).
    3. Period of Performance (PoP), vendor name, and COR details.
    4. PALT category and compliance with requirements checklist
  • Ensure the tool accessibility via SharePoint and MS Teams and provide alternate access to ANGRC stakeholders unable to access the primary platforms.
  • Ensure alternate means of access (e.g., PDF snapshots, email distribution) are provided to authorized personnel without SharePoint/MS Teams access.
  • Create, develop, update, and edit content for various activities including websites, newsletters, press releases, blogs, articles and advertising and marketing materials based on the requirements. Develop graphics and customize content which presents in a concise, simple, easy to understand language and in a user-friendly manner.
  • Coordinate, collaborate and manage the collection and organization of records for organization level information management. Develop processes and procedures for distribution of information across the organization and use capabilities and tools to optimize collaboration and coordination.
  • Provide guidance and hands-on training on administrative policies and procedures to the staff. Manage a variety of collaboration tools such as Microsoft SharePoint, and workspaces within electronic filing system. Ensure compliance with both federal and local laws regarding electronic records.

  • Provide modification procurement packet and contract Unliquidated Obligations (ULO) de-obligation modification packet services.
  • Review all modification packages including ULO de-obligations. 
  • Ensure modification procurement packages and ULO deobligations are in accordance with Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement, Army Federal Acquisition Regulation Supplement, NGB-AQ policies, and regulations.
  • Provide procurement support services to ANG AMO and collaborate with customers for the purpose of developing and completing Procurement Requirements Packages (PRPs). Advise customers to ensure requirements are SMART - specific, measurable, agreed upon, realistic and timely. 
  • Assist with the development of complete and accurate acquisition packages for ANGRC Mission Partners, including but not limited to: development of Statements of Work (SOW), Performance Work Statements (PWS), and Statements of Objectives (SOO); Conduct comprehensive market research to identify viable acquisition strategies, vendors, and pricing structures. Develop cost estimates based on current market trends and applicable labor rates; prepare Justification and Approval (J&A) for sole-source or limited competition procurements; Acquisition Strategies/Plans: Outline the approach for full and open competition, GSA schedules, or other contract vehicles; Contract Data Requirements Lists (CDRLs) and Quality Assurance Surveillance Plans (QASP).
  • Assist ANGRC staff with offloaded actions requiring Economy Act Determinationsand Findings (D&Fs). Coordinate with contracting agencies to ensure compliance with all applicable regulations and procedures.
  • Review all procurement packages for accuracy, completeness, and compliance with FAR, DFARS, DAFFARS, NGB AQ, Contracting Activities’ document library and other applicable standards.
  • Resolve discrepancies or missing elements prior to submission.
  • Utilize the web-based Records Management Application (RMA) for all non-classified contract documents pertaining to an APB in the Paperless Contract Files (PCF), as required per FAR Subpart 4.8, in an electronic centralized depository.
  • Track acquisition packages using timelines mutually agreed upon with ANGRC and the contracting agency.
  • Monitor progress and update status in the Contract Status Tool.

 

Qualifications:

  • Bachelor’s degree Required in Fields such at Data Analytics, Information Systems, Computer Science, Statistics, Engineering or a related field
  • Minimum of 5 years of experience
  • Minimum 3 years of experience supporting data analysis, reporting, or business intelligence functions in a Government environment.
  • Demonstrated experience developing dashboards and visualizations using Microsoft Power BI, including data modeling, DAX measures, and automated refresh processes.
  • Experience in integrating and managing data from multiple sources, including SharePoint lists, structured files, and relational data sources.
  • Experience supporting reporting or analytics for operational, program management, or acquisition-related activities.
  • Possession of excellent written and verbal communication skills plus strong analytical and organizational skills and abilities
  • Demonstrated ability to use the Microsoft Suite of software applications (e.g., Outlook, Word, Excel, Power Point, SharePoint, Outlook) to create and maintain documents and communications.
