HHSA is currently recruiting multiple Nurse Practitioner vacancies in the Public Health Branch at the Tulare County Health Centers. Incumbents will provide services to patients from diverse social and economic backgrounds (various ages, cultures, etc.). This recruitment will establish an employment list to fill immediate and future vacancies throughout Tulare County's Health Care centers. 

The Tulare County Health Care Centers offer a progressive, innovative work environment for employees while providing comprehensive health care to the community. Services offered to the community include family and internal medicine, pediatrics, and women's health. Nurse Practitioners are responsible for performing physical screening assessments, accurately diagnosing common medical problems, and initiating treatment or making referrals to a physician, as indicated. The successful candidate will work collaboratively in a multidisciplinary team setting, acting as a liaison between the Health Center and other organizations. Incumbents are expected to provide input and support regulatory compliance initiatives, including HRSA designation and Patient-Centered Medical Home. 

The Visalia and Farmersville Health Care Centers are Federally Qualified Health Care (FQHC) look-alike clinics and authorized National Health Service Corp (NHSC) sites. Advanced Practice Practitioners accepting a position at these sites may qualify to apply for a loan repayment through the National Health Service Corp (NHSC) of up to $75,000 for a two-year work commitment. Typical Duties


Key Responsibilities 

  • Ability to accurately diagnose common medical problems and initiate treatment or make a referral to a physician, as indicated 
  • Experience with accurately documenting findings, notes, and results in an Electronic Health Records system 
  • Ability to maintain effective working relationships with patients, public, staff, and other departments and agencies 
  • Team-oriented; dedicated to collaborative and collective accomplishments consistent with the Agency's priorities and goals 

  • Conduct chart reviews and audits as requested by leadership. 
  • Serve in a lead capacity, providing mentorship to lower-level licensed nurse practitioners, lower-level medical support staff, and administrative support staff
  • May provide support during public health emergencies and other disaster services


Minimum Qualifications


Required Qualifications 

Candidates must meet the qualifications listed below by the application deadline.

  • Graduation from an accredited school of nursing. 
  • Recognition by the California Board of Registered Nursing as a certified 104 NP.
  • Possession of a?Family Nurse Practitioner license issued by the California Board of Registered Nursing. ? 
  • Possession of a Nurse Practitioner Furnishing license issued by the California Board of Registered Nursing within six months of start date.? 
  • Incumbents assigned a controlled substance prescriber role must obtain and maintain a valid Drug Enforcement Administration (DEA) Registration Number for Controlled Substances, Level II, within six months of start date.
  • Obtain and maintain a Cardiopulmonary Resuscitation (CPR) certificate within six (6) months of hire, if assigned to a Public Health-Health Care Center.
  • Three (3) years as a certified 103 NP in good standing with the California Board of Registered Nursing.


Desirable Qualifications: 


License or Certificate:

  • Possession of a specialty board certification issued by organizations/associations that conform to standards set forth or equivalent to the California Board of Registered Nursing for national specialty certifications (e.g., American Academy of Nurse Practitioners [AANP], American Nurses Credentialing Center [ANCC], Pediatric Nursing Certification Board [PNCB]), as required by the assigned branch.

Conditions of Employment

  • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

Bargaining Unit 6

The information listed is a general summary of benefits. These provisions do not constitute an expressed or implied contract and are subject to change.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life).  This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: 
The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual: 

2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.


Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave. 

Career Incentive Pay
Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation - 52, earn additional pay according to the schedule below.
