Job Summary:



CommandTec, LLC has a requirement for an On-Site Program Manager & Test Scheduler (OPI) supporting a federal government customer. The On-Site Program Manager & Test Scheduler (OPI) is responsible for leading contract operations and overseeing the execution of testing services in support of mission-critical programs. This position serves as the primary interface with Government leadership and is responsible for ensuring contract compliance, operational performance, and successful delivery of services. The On-Site Program Manager & Test Scheduler (OPI) provides leadership and oversight of personnel, processes, and resources while coordinating with stakeholders to meet operational requirements and mission objectives. The On-Site Program Manager & Test Scheduler (OPI) contributes to program success by ensuring effective communication, quality assurance, and compliance with security, regulatory, and organizational standards.

Key Responsibilities:




  • Lead and manage all contractor personnel supporting on-site testing operations

  • Serve as primary point of contact for Government stakeholders and customer representatives

  • Ensure full compliance with contract requirements, performance standards, and service level expectations

  • Oversee daily contract performance, scheduling, staffing, and operational execution of testing services

  • Implement and manage the Quality Control Plan (QCP) to ensure service quality and compliance

  • Monitor KPIs, analyze performance metrics, and drive continuous improvement initiatives

  • Prepare and deliver program status reports, briefings, and performance updates to Government and company leadership

  • Enforce testing security protocols, confidentiality requirements, and regulatory compliance

  • Manage risk, surge operations, and mission-critical testing requirements

  • Conduct routine inspections and ensure testing operations meet quality and performance standards

  • Implement corrective actions for identified deficiencies and performance gaps

  • Manage personnel activities including hiring, onboarding, training, and performance management

  • Ensure personnel maintain required certifications, clearances, and training for testing operations

  • Monitor employee attendance, productivity, and adherence to operational procedures

  • Maintain contract documentation, records, and reporting requirements

  • Coordinate logistics, supplies, and equipment necessary to support testing operations

  • Ensure compliance with safety policies, procedures, and workplace requirements

  • Address customer concerns and service requests in a timely and professional manner

  • Support program planning, transition activities, and continuous improvement efforts

  • Ensure adherence to standard operating procedures, organizational policies, and contract requirements

  • Conduct staff meetings and communicate operational updates to personnel

  • Performs additional duties and accepts other responsibilities as may be assigned
