Job Description

Position: Operations Manager (NRC/ES-1 Site Focus)

Location: Lee's Summit, MO

Employment Type: Full-Time, Exempt

Overview

The Operations Manager leads daily file operations, correspondence handling, scanning, secure transportation, and maintenance at the National Records Center (NRC) and NRC Extension Site-1 (ES-1) underground facilities. This role ensures high accuracy, timeliness, and integrity in managing millions of immigration files while directly supporting USCIS enforcement and eligibility decisions.

Key Responsibilities

  • Supervise shift operations across stack rooms, processing areas, and secure transportation within a 30-mile radius (including the co-located Federal Records Center).
  • Optimize workflows, manage warehousing equipment (forklifts, pallet jacks, etc.), and coordinate large-scale file movements.
  • Oversee quality assurance, inventory accuracy, and strict compliance with security-sensitive material handling (PII/SPII, chain-of-custody protocols).
  • Flex the workforce to match fluctuating production volumes and implement policy or technological changes with minimal disruption.
  • Provide 24x7 emergency availability and deliver timely operational status reports to senior leadership and the Contracting Officer's Representative (COR).
  • Drive continuous efficiency improvements and error reduction to support mission-critical immigration record access.

Required Qualifications

  • Minimum 8+ years of supervisory experience in records storage, retrieval, logistics, or high-volume operations, preferably in a federal environment.
  • Hands-on experience with file tracking systems (e.g., RAILS) and high-volume document processing.
  • Bachelor's degree in Logistics, Operations Management, Business Administration, or a related field (or equivalent combination of education and experience).
  • Ability to obtain and maintain a SECRET clearance.
  • Proven leadership in multi-shift environments with strong emphasis on safety, compliance, and team performance.

Preferred Qualifications

  • Familiarity with underground storage facilities or federal records management programs (USCIS or NARA experience is a plus).
