About the Department

Minimum Salary Ranges start at $47,500 (Specialist I); $53,500 (Specialist II); $62,000 (Senior Specialist) - Depending on qualifications (DOQ)

Under general supervision, this position is responsible for reviewing and monitoring operations services within the department to ensure San Joaquin Regional Transit District (RTD) and contractors are in compliance with terms outlined in the agreement, both operationally and financially. Additionally, the position provides support within the Operations Department to track, analyze, and report system performance trends for all modes of transit operations.

Successful candidates may be hired at either the Specialist I, Specialist II, or Senior Specialist level depending on experience/qualifications.

                                                                                             

Position Duties

The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. 1.    Participate in the development and implementation of operational, maintenance or transportation programs, policies and procedures.
2.    Collect, compile, and analyze information from various sources on a variety of specialized topics related to assigned programs; prepare reports which present and interpret data, identify alternatives; and make and just recommendations.
3.    Reviews and reconciles monthly invoices to ensure compliance with financial obligations and terms outlined in contract agreements and monitors the department and or contract budget.
4.    Collects, reviews, analyzes, and prepares monthly performance measurement reports.
5.    Identifies and notifies management of potential operational, legal, and financial issues and recommends solutions to address the issues.
6.    Maintains precise documentation of contractual and internal work orders, preventative maintenance forms and manuals.
7.    Maintain precise and accurate records of transactions of various internal and external contracted services and supplies.
8.    Processes invoices, prepares purchase card reconciliations, purchase orders and budget transfers.
9.    Performs quality control checks on internal documents to maintain a clear audit trail.
10.    Coordinates regular meetings with contractor staff to discuss service performance; schedule inspections and track all related orders.
11.    Gathers and researches information relevant to assigned programs.
12.    Responsible for ensuring equipment parts are ordered at best value; orders all office and custodial supplies.
13.    Perform research and analysis on special projects.
14.    Prepares a variety of reports, correspondence and records.
15.    Coordinates annual required training of personnel.
16.    Coordinate the purchase of all office and maintenance supplies.
17.    Present information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings.
18.    Represents RTD at meetings and with local partners.
19.    Performs other incidental and related duties as required and assigned.


In addition, when assigned to Transportation:
1.    Monitors service quality through comments submitted by contracted fixed-route passengers; coordinates with contractor staff to ensure effective adherence to comment investigation and resolution policies and procedures.
2.    Assists with the implementation of contracted fixed-route service changes; coordinates with contractor staff to ensure effective communication; monitors service effectiveness and prepares correspondence to report effects on service delivery.



Minimum Qualifications

KNOWLEDGE OF:
1.    California state vehicle laws and codes.
2.    Transit operations and state and federal transit regulations.
3.    Federal ADA transportation rules and regulations.
4.    Trends in ADA and mobility management.
5.    Define issues, analyze problems, evaluate alternatives, and develop sound, independent conclusions, and recommendations in accordance with laws, regulations, rules, and policies.
6.    Basic principles and procedures of record keeping.
7.    Microsoft Office Suite, including Word, Access, PowerPoint, and Excel
8.    Research methods and analysis techniques.
9.    Excellent organizational and presentation skills.
10.    Program analysis, cost/benefit evaluation, budget preparation, capital and financial forecasting techniques, project management and project control.
11.    Principles and practices of sound business communication.

EDUCATION, TRAING AND EXPERIENCE:
A typical way of obtaining the knowledge, skills, and abilities outlined above is:

Specialist I:
Graduation from an accredited two-year or four-year college or university with a minimum of approximately one to three years of professional experience in contract administration or related field; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.

Specialist II:
Graduation from an accredited four-year college or university with approximately three to five years of professional experience in contract administration or related field; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.

Senior Specialist:
Graduation from an accredited four-year college or university with five to seven years of professional experience in contract administration in a public transit agency or governmental setting; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.

Proof of required education beyond high school, such as college transcripts, diplomas, and/or certificates must be submitted at the time of application, if not substituting experience for the education requirement. 

Licenses; Certificates; Special Requirements:
A valid California Class C driver's license.
Experience in a public transit agency or governmental setting is preferred.
