The City of Bozeman is now accepting applications for a Parks and Cemetery Superintendent to lead the operations, maintenance, and long-term planning of our Parks and Cemetery Divisions. This role oversees division staff while ensuring high-quality maintenance of City parks, trails, park facilities, and Sunset Hills Cemetery. The Superintendent is responsible for planning and directing daily operations, staff, budgets, and projects.

Examples of Essential Work (Illustrative Only)
- Plans, and directs the operations of the Parks and Cemetery Divisions. including assigning responsibility for preparation of daily work schedules, setting priorities, establishing goals, and monitoring all completed work and work in progress to ensure all work is completed in a timely and efficient manner.
- Works with the assigned Supervisor to plan, develop, and direct the implementation of goals, objectives, policies, procedures, and work standards for all related divisions functions.
- Plans, schedules, and monitors construction, maintenance, and repair work on City land and equipment.
- Oversees the personnel functions for the divisions, including analyzing divisional personnel needs, and makes recommendations accordingly, including recruiting, selecting, hiring, motivating, evaluating, disciplining and terminating division personnel in accordance with established City policies and procedures.
- Prepares, administers, and reviews each division’s annual budget for assigned areas of responsibility, including monitoring expenditures, maintaining related reports and records, compiling budget data, and reviewing expenditures for approval.
- Prepares bid specifications, negotiates contracts and agreements with service providers, and makes recommendations to appropriate City personnel for purchases according to established City policies.
- Establishes staffing assignments within assigned divisions and designates lead workers or forepersons to coordinate and oversee work activities.
- Interprets plans, drawings, diagrams, specifications, and blueprints, and provides guidance and technical assistance to staff as needed.
- Ensures all work is completed in accordance with prescribed safe work methods, including enforcing the use of appropriate safety equipment as required.
- Ensures that all staff obtain and maintain proper certification(s).
- Acts as a liaison between the division(s) and residents, contractors, business representatives, government agencies, advisory boards, planning groups, and other related professionals to ensure positive public relations.
- Works closely with supervisory personnel within the divisions to promote positive work attitudes within assigned divisions and maximize teamwork and cooperation by all departmental employees.
- Oversees the implementation of work programs and operational activities designed to meet the annual and long-term objectives of assigned divisions.
- Schedules construction, repair, and maintenance work using the City’s computerized maintenance management system.
- Creates and updates work orders and templates and maintains current and accurate data on materials, equipment and labor costs.
- Works closely with the database administrator to troubleshoot and resolve problems and continually enhance the computerize maintenance management system to improve operation efficiency and accurate cost tracking.
- Serves as a member of the Management Team by analyzing and reporting key performance metrics, recommending and implementing updates to division policies and procedures, ensuring compliance with established policies, identifying funding opportunities, and participating in the development of strategic goals and objectives.
- Provides assistance to assigned supervisor as required.
- Establishes or adjusts work procedures to meet daily job requirements according to available resources, such as available workforce and related equipment.
- Communicates with all related personnel in efforts to encourage, motivate, promote leadership, and encourage teamwork in accomplishing set forth objectives.
- Maintains accurate logs and records of work performed as required.
- Addresses citizens’ concerns or complaints and takes appropriate action to ensure a timely resolution or citizen satisfaction.
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees.
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Performs other duties consistent with the role and function of this classification.
Position Duties
- Bachelor’s Degree in Parks and Recreation Management, Environmental Science, Landscape Architecture, Natural Resource Management, Turfgrass Management, or a closely related field, and
- At least seven (7) years of experience in parks operations, cemetery operations, grounds management, or related experience, including at least three (3) years of supervisory experience, or
- Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- Must possess a valid Driver’s License and have the ability to obtain a Montana Driver’s License within 60 days of employment.
- Must possess or have the ability to obtain a Certified Parks and Recreation Professional (CPRP) or Certified Parks and Recreation Executive (CPRE) certification or within 12 months of hire.
Minimum Qualifications
- Knowledge of or ability to quickly learn the function of services within the public sector, particularly within a municipal government.
- Knowledge of or ability to quickly learn current practices and procedures involved in City service delivery.
- Knowledge of or ability to quickly learn the overall functions, duties, and responsibilities of assigned departments/division(s).
- Knowledge of advanced principles and practices used in planning, design, construction, and maintenance activities.in Parks and Cemetery operations.
- Knowledge of economics and municipal finance as applied to municipal government.
- Knowledge of current applicable Federal, State, and local laws, rules, and regulations relating to divisional programs and operations.
- Knowledge of basic safety principles and practices of maintenance, repair activities, and equipment operation
- Knowledge of the maintenance and operation of light-, medium-, and heavy-duty equipment, hand and power tools, and other equipment used in division.
- Knowledge of personnel management, organizational structure, and management practices and principals.
- Ability to analyze and interpret information and develop effective solutions in response to changing situations with minimal supervision.
- Ability to efficiently operate equipment, hand and power tools related to needs of division.
- Ability to establish and maintain effective working relationships with assigned supervisors, other City employees, and the general public.
- Ability to effectively lead, motivate, and supervise the work of others.
- Ability to establish goals, objectives, and plans for the division, including encompassing short, intermediate, and long-term operations.
- Ability to effectively resolve employee problems in a fair and diplomatic manner.
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
