Job Description

About the Department

Under limited supervision provides leadership and direction for specifically assigned, subordinate crewmembers in the maintenance of city properties, public grounds, and Parks and Recreation facilities and amenities. Coordinates, oversees, and participates in construction, repair, maintenance, and pest control activities.

Position Duties

Education:       High school diploma or GED
Experience:     Six (6) years of progressively responsible experience in grounds maintenance, management, or construction
Certifications:  
  • Valid driver's license
  • Graduate of NRPA Maintenance Management School (or within two years of hire)
  • May be required to possess one or more of the following: Associates degree or certificate in Sports turf or Golf Course Management, a valid S.C. commercial driver's license, a valid S.C. Non-Commercial Pesticide Applicator License (category 3, 5, and/or 6), Playground Safety Inspector Certification, ISA Arborist Certification (Municipal Specialist preferred), or obtain such within 1 year of hire.

Minimum Qualifications

Must be physically able to operate ride-on and walk behind mowers, small engine landscape equipment, a rubber tire backhoe, front end loader, tractor, roller, dump truck and grader. Capable of utilizing tools such as saws, drills, hammers, mowing and trenching tools, and hand tools.  Must be able to exert in excess of one hundred pounds of force occasionally, and/or in excess of fifty pounds of force frequently, and/or in excess of twenty pounds of force constantly to lift, carry, push, pull or otherwise move objects.  Must be able to lift and/or carry weights of ten to one hundred pounds.

Other Qualifications

ESSENTIAL JOB FUNCTIONS

Identifies and interviews full and part time staff candidates and recommends potential hires. Schedules crew to ensure adequate, efficient staffing to carry out routine and non-routine maintenance activities.  

Assists Manager in personnel management activities including but not limited to scheduling, time verification (payroll), discipline, and performance evaluation of subordinate staff.

Performs leadership duties including training, instructing, assigning and reviewing work, planning projects, and maintaining standards. Coordinates activities required to maintain properties and amenities to City standards. Recommends transfers/promotions of subordinate crew members.

Plans, organizes and directly supervises crewmembers ensuring compliance with established policies and procedures and with concern for safety, quality, and efficiency.

Sets and communicates Parks and Recreation standards  that align with Department priorities.

Recognizes maintenance needs and plans and organizes work activities to satisfy those needs. Estimates time, manpower and equipment requirements and schedules accordingly to achieve goals within resource limitations. Avoids repeating procedures and redoing tasks. Assigns staff to meet goals and objectives with emphasis on promoting employee growth and potential realization.

Attends meetings in order to facilitate communication with manager, staff, other Public Grounds Supervisors, other departments, the public, contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, and/or resolve problems.   Advises and responds to requests for service or assistance and provides feedback.

Monitors inventory of supplies and ensures availability of adequate equipment and materials to conduct work activities.  Contacts vendors and schedules demonstrations of equipment for potential purchase.  Initiates requests for new or replacement items.

Prepares yearly budget for the financial support of all planned projects, programs, and services and implementation of activities and improvements in accordance with the Division maintenance plan.

Approves expenses and monitors expenditures against budgeted amounts.

Is familiar with and able to operate a variety of standard and specialized machinery, equipment, and tools associated with the maintenance of City grounds such as back hoe, skid steer, mower, small engine equipment, tractor, roller, and dump truck.  Utilizes tools such as saws, drills, hammer, mowing and trenching tools, hand tools, etc., and makes recommendations for acquisition and/or replacement of such.

Ensures the maintenance and care of equipment used in daily operations.  Inspects vehicles, facilities, infrastructure, and equipment with sufficient regularity to ensure availability, proper function, and minimal downtime.  Schedules and performs preventative maintenance activities on Division equipment and ensures such schedules are adhered to. 

Follows safety procedures, reports unsafe activities and conditions, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals and insists on the same from subordinate staff.Performs regular safety inspections of equipment, facilities, and personal protective equipment assigned to crew members.

Conducts safety meetings and trains employees in safe operational procedures. Ensures all work is performed in accordance with applicable codes, policies, procedures, regulations, and standards of safety and quality.

Understands and is capable of utilizing stand-alone and networked computers and software required for payroll and maintenance activity tracking and reporting. Is comfortable with and adept at using multiple methods of communication including but not necessarily limited to oral, written, phone, text message, and email. 

Provides adequate records of labor, materials, and equipment used in the completion of work and ensures that information is accurately logged in MainTrac maintenance tracking software program.

ADDITIONAL JOB FUNCTIONS

Participates in other Public Grounds maintenance and special event activities and performs other related duties as required or assigned by Manager.

All employees of the municipality shall learn the emergency operations procedures for their respective department and position and execute these duties fully during times of emergency.   This may or may not include assignment to the Emergency Operations Center (EOC).

SPECIFIC DUTIES AND RESPONSIBILITIES OF ASSIGNMENT

Primary areas of responsibility include athletic and park facilities, parking and common spaces, landscapes, restrooms, dog parks, and natural areas and other facilities and amenities associated with the North Myrtle Beach Park and Sports Complex. 

Identifies, diagnoses, and coordinates tree care (staff and contractor implemented) at the Sports Complex and city-wide.

Supervises, schedules, and oversees safety inspections of playgrounds and other park amenities.

Assists with installation of infrastructure and fixtures associated with the Great Christmas Light Show. 

Performs and supervises timely work including inspecting, installing, maintaining, repairing and renovating park, athletic, restroom, and recreation amenities.  Oversees contractors in maintenance of same. 

Ensures maintenance of quality turf and preparation of athletic fields according to expectations and schedules set by the Athletic and Sports Tourism Division.  

Oversees a significant portion of the Public Grounds pesticide application plan through hands-on application and/or supervision of subordinate FT and PT HEO’s, GMT’s, Landscape Technicians, and horticulturist positions.

ADDITONAL TRAINING AND EXPERIENCE OF SPECIFIC ASSIGNMENT

Certifications:  

  • SC Non-Commercial Pesticide Applicator’s License - Category 3 and 5  
  • SC Commercial Driver’s License – Class B minimum  
  • ISA Arborist Certification 
  • NRPA Playground Safety Inspector Certification 

Preferred:

  • ISA Arborist Certification – Municipal Specialist
