Under general direction, supervises, coordinates and schedules the work of crews involved in all aspects of park maintenance and repair; performs related duties as assigned.
Position Duties
- Creates mowing schedules for a variety of properties, including public building grounds, athletic fields, neighborhood parks, linear, community and special use parks.
- Develops and implements turf establishment and development programs, including seeding, sodding, aerification, irrigation, fertilization, and chemical treatments.
- Directs the installation and care of various plant materials, ground covers, annual and perennial floral displays, shrubbery, and trees.
- Creates and implements a broad-spectrum program of preventive and curative chemical treatments for turf and various plant materials, emphasizing environmental responsibility and safety.
- Develops and implements non-growing season projects for overall improvements, including landscape construction, renovations, grading, irrigation installation, tree planting and pruning.
- Leads the grounds preparations and special setups required for events ranging from homeowners’ association picnics to major attractions drawing large crowds.
- Directs and supervises work goals; establishes appropriate performance goals for district employees; provides periodic assessments of performance levels; recommends corrective and/or disciplinary actions.
- Develops and implements appropriate irrigation rates and schedules for various types of properties utilizing a wide array of irrigation system components.
- Oversees the work of irrigation repair, programming, and some installation.
- Investigates and provides appropriate responses to citizen inquiries, requests, and complaints.
- Investigates job related accidents, injuries, property damage and incidents of vandalism; implements incident reports and damage estimates of loss.
- Assists in development of parks maintenance budget and direct expenditures throughout the budget year; procures appropriate equipment and supplies, using City-wide processes and within policy and budget guidelines; maintains purchase and use records.
- Manages payroll approval for assigned staff
- Directs the daily use and appropriate maintenance of all district equipment, ranging from hand tools to large area mowers and various vehicles; provides assessments of equipment effectiveness and recommendations for new purchases.
- Schedules clean up and sanitation for various properties, including regular litter removal, restroom cleaning and stocking, and hardscape and furnishings cleanup.
- Regular and consistent attendance for the assigned work schedule is essential.
- Maintains transparent and collaborative communication with the Parks Superintendent in all functions listed.
Minimum Qualifications
High School Diploma or GED and five years of experience in parks maintenance, including athletic fields or golf course maintenance, landscaping or irrigation, or a closely related field, and at least one (1) year as a supervisor or a lead person required. An equivalent combination of education and experience may be considered.
Knowledge of irrigation system maintenance, repair, and central control programming with Baseline experience a plus, chemical applications, horticulture, turf management, and disease control; comprehensive knowledge of athletic field operation; good knowledge of recreation and maintenance practices, experience in assigning and supervising the work of others; experience in preparing records and reports; good interpersonal skills; work effectively and courteously with other City employees and the public. Ability to train, supervise and evaluate all staff.
Other Qualifications
Valid driver’s license required, Class A Commercial Driver’s License (CDL) preferred. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to city policy.
Irrigation License preferred, Ability to obtain Pesticide License from Texas Department of Agriculture or Certified Playground Inspector within one year of employment.
Works both indoors and outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather; some exposure to dust, odor, electrical, mechanical, and toxic hazards that are routinely encountered in utility operations.
Lifts and carries up to 80 lbs., pulls, pushes or drags up to 100 lbs.; sits, stands, stoops or twists for extended periods of time while supervising utility operations.
