Job Description
TeleSolv Consulting is seeking an experienced Interoperability Patient Access Project Manager to support government healthcare data initiatives and API-driven system implementation efforts.

This position supports the federal government, and all applicants must be able to travel as needed, including partial on-site support.

The Interoperability Patient Access Project Manager plays a critical role in delivering secure, scalable, and compliant healthcare data exchange solutions aligned with federal interoperability mandates. This role supports the implementation of APIs, identity management systems, and third-party integrations that enable members, providers, and payers to access and share healthcare data efficiently. The ideal candidate brings a blend of technical expertise, project leadership, and regulatory knowledge to ensure successful delivery in a highly regulated environment.

This position supports a Government program responsible for implementing interoperability and patient access requirements, ensuring compliance with federal mandates, and improving healthcare data accessibility through modern API frameworks and secure data exchange protocols.

Responsibilities:

  • Design, implement, and support Patient Access, Provider Access, and Payer-to-Payer APIs using FHIR standards (version 4.0.1 or higher).
  • Develop and maintain cloud-hosted API infrastructure with 99.9% system availability.
  • Ensure availability of healthcare data including claims, encounters, clinical data, and drug formulary information in compliance with federal guidelines.
  • Maintain data update timelines, including near real-time availability of claims and clinical data and monthly updates for formularies.
  • Support consent and identity management solutions, including OAuth 2.0 and OpenID Connect authentication frameworks.
  • Implement and manage SMART on FHIR authorization workflows for third-party application access.
  • Oversee third-party developer onboarding, API registration, and sandbox environment support.
  • Conduct security risk assessments and manage third-party application compliance and access controls.
  • Provide technical documentation, API guides, and developer resources for public access.
  • Deliver technical support, troubleshooting, and customer service for users and third-party developers.
  • Develop and deliver training programs, user documentation, and system guidance materials.
  • Perform ongoing system maintenance, including software updates, compliance enhancements, and incident reporting.
  • Support testing activities including system integration testing and user acceptance testing prior to production releases.
  • Collaborate with project managers and stakeholders to manage project timelines, risks, and deliverables.
  • Serve as a technical point of contact for system operations, issue escalation, and continuous improvement efforts.

Qualifications:

  • Must be a U.S. Citizen.
  • Will work up to 25% of the time on site.
  • Bachelor’s degree in Information Technology, Computer Science, Healthcare Informatics, or related field (or equivalent experience).
  • Experience implementing healthcare interoperability solutions using FHIR standards and APIs.
  • Knowledge of CMS interoperability regulations and healthcare data exchange requirements.
  • Experience with OAuth 2.0, OpenID Connect, and SMART on FHIR frameworks.
  • Strong understanding of healthcare data types including claims, clinical data, and formularies.
  • Experience working with cloud-based API platforms and system integrations.
  • Ability to support system maintenance, troubleshooting, and performance optimization.
  • Experience with API documentation, developer portals, and third-party integrations.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to manage multiple priorities in a fast-paced, compliance-driven environment.
  • Experience supporting government or healthcare systems preferred.
  • Ability to travel for periodic on-site work as needed.
