We are seeking an experienced and compassionate PSH Program Manager to support Permanent Supportive Housing (PSH) operations across a 750-unit portfolio consisting of six properties throughout California’s Central Valley. 

This is a specialized leadership role designed to support the unique operational demands of Permanent Supportive Housing communities serving individuals and families exiting homelessness, including residents living with serious mental illness, trauma histories, and substance use disorders. 

The PSH Program Manager partners closely with Regional Management leadership and serves as AWI’s portfolio-level subject matter expert for Housing First implementation, housing retention strategy, service provider coordination, staff training, and PSH operational support. 

This role is ideal for someone who thrives in collaborative environments, brings strong trauma-informed leadership skills, and is passionate about creating housing stability and supportive communities. 

 

What You’ll Do 

As the PSH Program Manager, you will help ensure that AWI’s supportive housing communities operate successfully, compassionately, and in alignment with Housing First principles. 

 

Key responsibilities include: 

  • Supporting operational implementation of Housing First, harm reduction, and trauma-informed management practices across the PSH portfolio 

  • Monitoring housing retention efforts and supporting staff with complex resident situations and housing stabilization strategies 

  • Serving as AWI’s liaison with Coordinated Entry Systems (CES), county agencies, and supportive service providers 

  • Supporting referral coordination, lease-up processes, and resident documentation compliance 

  • Building collaborative relationships with case managers, housing navigators, and service provider teams 

  • Assisting with crisis response coordination involving behavioral health incidents, resident safety concerns, and critical events 

  • Developing and delivering PSH-specific staff training programs, including: 

  • Trauma-informed property management 

  • De-escalation practices 

  • Workplace violence prevention 

  • Housing retention procedures 

  • Housing First principles 

  • Supporting site-specific security planning and annual safety assessments 

  • Tracking and reporting portfolio performance metrics related to housing retention, referral timelines, and operational outcomes 

  • Participating in owner meetings, service coordination meetings, and PSH operational reviews 

  • Providing coaching and operational support to on-site staff and property management teams 

  • Maintaining accurate documentation and reporting within Yardi and other operational systems 

  • Traveling regularly throughout the assigned portfolio geography 

 

What We’re Looking For:

We’re looking for a collaborative and mission-driven professional who brings strong operational judgment, emotional intelligence, and a commitment to housing stability. 

 

Qualifications & Skills: 

  • Minimum 3 years of experience in: 

  • Permanent Supportive Housing 

  • Affordable housing operations 

  • Social services coordination 

  • Or related supportive housing environments 

  • Working knowledge of: 

  • Housing First principles 

  • Harm reduction practices 

  • Trauma-informed care 

  • Experience coordinating with: 

  • Coordinated Entry Systems (CES) 

  • Continuums of Care (CoC) 

  • County behavioral health systems 

  • Supportive service providers 

  • Familiarity with affordable housing compliance programs such as LIHTC, HUD, HCD, PBV, or NPLH 

  • Experience facilitating staff training, coaching, or operational support 

  • Strong written and verbal communication skills 

  • Strong organizational skills and ability to manage multiple priorities 

  • Ability to navigate high-stress or crisis situations professionally and calmly 

  • Proficiency with Microsoft Office Suite and property management software (Yardi preferred) 

  • Ability to build positive working relationships across multidisciplinary teams 

 

Preferred Qualifications:

  • COS, TCS, or other affordable housing certifications 

  • Experience with CalAIM Community Supports or PSH-related healthcare coordination 

  • Experience with workplace violence prevention or de-escalation training 

  • Bilingual English/Spanish 

  • Experience working in rural California housing or social services environments 

 

Basic Requirements:

  • Valid California driver’s license required 

  • Reliable transportation required 

  • Regular travel throughout assigned portfolio required 

  • Authorized to work in the United States 

  • Access to a personal smartphone with email, messaging, and app functionality (usage reimbursed)
