THE POSITION
The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a professional Product Analyst 2 in the Bureau of Product Management. In this role you will be the primary contact for all products in the Chairman’s Selection program and the Pennsylvania Proud Wine & Spirits program. This position is responsible for the full product life-cycle within both programs.
DESCRIPTION OF WORK
In this position you will be the primary contact for the marketing of all products within an assigned category, managing the entire life cycle of the products, from competitive analysis to assortment planning, product selection, negotiation, development of pricing strategy, acquisition, merchandising strategy, and ultimately clearance strategy. This work includes determining a desirable selection after extensive analysis of relevant product performance, consideration of suppliers, and collaboration with wholesale. This role will complete work with a great deal of independence and will be expected to develop and maintain effective working relationships, handle multiple assignments while priorities and deadlines may shift, and identify problems along with determine suitable course of action for resolution.

Work Schedule and Additional Information:Full-time employment.
Work hours are 8:00 am to 4:30 pm, Monday - Friday with a 60-minute lunch.
Telework: This position is eligible for telework. You will have the opportunity to work from home part-time up to four days a week, with one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Telework arrangements are subject to change. Additional details may be provided during the interview.
- Salary: The salary will be determined in accordance with the Commonwealth’s Pay Rules.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- • One year as a Product and Supply Analyst or Product Associate 2; or
• Two years of analytical experience in marketing, finance, or business operations in the consumer packaged goods industry, and a bachelor’s degree; or
• An equivalent combination of experience and training.

- You must be able to perform essential job functions.
Legal Requirements:
- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.
You must be eligible for selection in accordance with merit system employment regulations.

Promotion Without Examination (PWOE):
- Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
- Product Analyst 1
- We will also consider applications from current Commonwealth employees in pay scale group ST06 for which there is a logical occupational, functional, or career developmental relationship to this position. All applicants must meet the minimum experience and training requirements.
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower class(es) by the posting closing date with no break in service.
Reassignment and Transfer:
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
