Job Description
Location: Lexington Park, MD (Hybrid)

Position: Program Analyst Journeyman

Overview:
ITC Defense is seeking a Program Analyst to support the successful execution of defense programs within a dynamic government contracting environment. This position contributes to program performance, operational effectiveness, and business operations by supporting key program management activities and collaborating with cross-functional teams. The role offers an opportunity to support mission-critical customer requirements while working in a fast-paced and collaborative environment.


Responsibilities:
Support could be in any combination of (but not limited to) the following general areas in support of the ITC Program Management Office Team:
  • Monitor and analyze task order requirements, status, budgets, and schedules; perform cost and business case analyses as needed.
  • Develop and maintain task order budgets, forecasts, and Estimates-at-Completion (EACs); provide funding notifications and expenditure forecasts to leadership and customers.
  • Track and report financial performance metrics to ensure compliance with program objectives and government requirements.
  • Develop dashboards and financial reports using Microsoft Power BI, Power Automate, and Excel to communicate performance trends and actionable insights.
  • Review and coordinate contract and subcontract deliverables, ensuring timely submission and accuracy.
  • Support subcontract management activities, to include:
    • In coordination with ITC Contracts/Subcontracts, develop and administer subcontractor task orders and modifications.
    • As needed, assist with all phases subcontract management from cradle to grave, including price analysis, proposal support, subcontract administration, reporting, and closeout.
    • Monitor and track subcontract performance (contract schedules, deliverables, funding, invoicing, compliance, and payments) and proactively identify and address potential risk areas or other problems that could have an adverse impact on the company or contract performance.
    • Participate in program reviews and subcontracts-related meetings with internal and/or external Customers/subcontractors as needed.
  • Collaborate with Contracts and Procurement teams to ensure adherence to FAR, DFARS, and company policies.
  • Coordinate program activities between management, customers, and subcontractors, addressing inquiries related to task order finances.
  • Support procurement and management of materials, ODCs, and travel authorizations; ensure expenses are properly documented and compliant.
  • Apply established government and corporate processes for documentation, change control, and data management.
  • Identify process improvements to enhance efficiency and financial accuracy.
  • Maintain contract files and records as required.
  • Review prime contractor invoices for accuracy and completeness.
  • Support task order hours allocation and budgeting.
  • Other duties as assigned.
Minimum Qualifications:
  • Bachelor’s degree in Business Administration, Finance, Accounting, Engineering, or a related field.
  • Minimum of three (3) years of experience in project control, program management, financial analysis, or related business operations support within a government contracting environment.
  • At least two (2) years of direct experience supporting government contracts, including exposure to subcontract or vendor management.
  • Proficiency in Microsoft Office Suite and advanced Excel functions.
  • Working knowledge of project budgeting, forecasting, and financial reporting principles.
  • Active or Interim DoD Secret Clearance, or eligibility to obtain one.
  • Strong organizational, analytical, and communication skills with a high level of attention to detail.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.
Preferred Qualifications:
  • Experience supporting subcontract administration, modifications, and invoice reconciliation.
  • Familiarity with GAAP, FAR, DFARS, and DCAA audit processes.
  • Proficiency in Power BI or similar business intelligence tools.
  • Demonstrated experience improving project financial processes and reporting accuracy.
  • Experience supporting Foreign Military Sales (FMS) programs.
  • Experience supporting Department of Defense (DoD) contracts, particularly within the U.S. Navy or NAVAIR environment.

For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and considers the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $50,000.00 - $75,000.00 annually.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
