Duties

Serves as a Program Analyst providing subject matter expertise and recommendations to senior staff. Researches and develops policies and programs (i.e. recreation, financial, business) with emphasis on program planning and standards.,Assists with development of strategic program plans, assess program standards and procedures, analyzes for effectiveness, recommends appropriate changes and conducts actual execution for the designated program.,Develops program benchmarks for program operations. Performs comparative analyses, compares programs to best in the industry, and develops reports outlining areas in need of improvement.,Monitors and reviews financial and historical performance of the specific programs. Assists Director with development and tracking of input for the APF/NAF funding. Ensures sufficient internal control mechanisms are installed and in use.,Monitors Installation Status Reports (ISR) III process and Common Levels Support(CLS)/Service Based Costing (SBC). Provides written and oral responses to program specific inquiries.,May be required to evaluate specific installation programs and/or perform assistance visits. Performs other duties as assigned.

Qualifications

Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. A qualified candidate must possess the following: Knowledge of assigned programs, the roles they play in supporting total Army programs, and their contribution to Army MWR. Knowledge of principles, concepts and methodologies required to perform various analytical techniques. Ability to analyze operations, financial data, prepare reports and replies to inquiries from the perspective of a Installation or Regional staff officer. Strong written and oral communication skills, including comprehensive knowledge of standard office software programs, such as word processing, graphics, spreadsheets, etc. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": Managerial/Supervisory experience in an Army Recreation setting to include Financial operations for both APFand NAF business and financial issues. Experience with Non appropriated Fund (NAF) CAT C business programs, to include business planning, budget development, personnel management, and financial management for at least 3 years. Experience with private industry business program management to include golf, bowling, and/or food and beverage for at least 3 years. Work experience directly related to Army NAF for at least 5 years. Experience of MWR Reinvestment planning to include CPMC, NAF Major Construction and planning for life cycle replacement experience. ***Applicants who meet the minimum qualifications and "Highly Preferred Criteria" will be referred to the selecting official for consideration first.
