Universal Technical Resource Services, Inc. (UTRS) is currently seeking a Program Analyst to join our team! This position will support all funding breakouts and obligation plans within the program. This position is located at Picatinny Arsenal.
What will you be doing?
This position will be a key member of the Prototype Engineering team. Duties include:
- Compiling data, metrics and tracking data for briefing and management analysis on contract funding, labor obligations, material purchasing and quarterly projections for low rate production
- Tracking all funding reports and maintain a schedule for time sensitive actions required by HQs personnel
- Providing weekly input on funding levels to management and production scheduling personnel
- Assesses and quantifies cost/schedule/technical status and risk, evaluates trends, and projects cost completion estimates
- Maintains database to produce monthly financial reports
- Tracks, processes and distributes deliverables, and monitors comment status
- Participates in program management reviews and financial administration meetings
- Prepares and coordinates inputs for acquisitions documentation, status reports, briefings, and information inquiries
- Conducts evaluation of cost proposals, including fact-finding, cost/technical trade off analyses and evaluation report writing
- Prepares independent cost estimates to support evaluation of alternatives, including development of cost and operational effectiveness analyses, and cost estimates
- Serves as liaison with finance/accounting personnel
- Conducts special studies and evaluations
- Conducts research and prepares financial analyses and forecasts
- Generates management tools to effectively control programs
- Generates reports documenting findings
- Conducts research into procurement practices and assesses/implements improvements to, or compliance with, acquisition procedures
- Prepares computerized programs utilizing commercial software to manage tasks
- Participates in cost proposal development
What skills will the ideal candidate have to be successful?
This position will require the following skillsets and experience:
- Financial accounting experience and engineering knowledge would be ideal
- Must be organized and have excellent critical thinking and writing skills
- Excellent interaction/communication skills with the ability to change course following acquisition strategies and risk mitigation
- Strong command of MS Office and MS Project software
- Bachelor’s degree in a related field or 5 years of related job experience
- Must be US Citizen and able to obtain a security clearance
- Must pass a drug screening for employment
