About Roca

Roca’s mission is to be a relentless force in disrupting incarceration, poverty, and racism by partnering with young adults, the police, and systems at the center of urban violence to create safety, address trauma, and find hope.


Roca is a fast-paced, data-driven, and relentless organization that annually serves 1,500 young people at the center of urban violence – the young people most likely to shoot or be shot. Founded just outside of Boston in 1988, Roca operates a nationally acclaimed Intervention Model with five sites in Massachusetts, one in Hartford, Connecticut and

 one in Baltimore, Maryland. 


Over 35 years, Roca has learned that to impact urban violence, we must work directly with the young people and systems at the center of it. Roca’s Intervention Model engages this population of very high-risk young adults in an intensive three-year program to address trauma, teach life-saving cognitive-behavioral skills, and break the cycle of incarceration and poverty that traditional youth programs alone cannot break. And, because it takes all of us, Roca also helps institutions like police and state agencies change the way they work with young people who are traumatized and living at the intersection of gangs, drugs, poverty, violence, immigration challenges, and involvement with multiple public systems.


Roca’s approach is rooted in understanding brain development, neuroplasticity, and the impact of trauma on the brain; the Intervention Model is built on the foundational theories of Cognitive Behavioral Theory, Stages of Change and Systems Change. Our intervention model is focused on behavior change, helping young people develop critical skills, and using data to improve our work every day. Roca is transitioning to a custom case management system. The system will be integrated throughout the organization to track staff performance and participant outcomes.


Position Overview 

The Program Data and Reporting Analyst reports to the Director of Evaluation and Learning (DEL). This individual will serve as Roca’s expert in data acquisition, statistical analysis, data review and visualization, report creation, and can pull together and interpret varied data and sources to inform programmatic improvements.


Primary duties include the development and maintenance of data infrastructures, ETL pipelines, and systems to support reporting. This involves managing regular data extraction, transformation (manipulation), and loading processes, as well as the analysis, visualization, and interpretation of results using programming and statistical tools for both internal and external reporting.


This is a hybrid position allowing for remote day-to-day operations; however, employees are required to attend a mandatory in-person onboarding period, and meetings, trainings, and collaborative team sessions at their regional office once per month. These visits are designed to ensure the specialist deeply understands how frontline services are provided and how daily operations function, providing the vital context needed to connect data elements to program operations and build high-quality, impactful reporting products for staff.


The salary range for this position is $70,000 - $105,000 annually, commensurate with experience. We also offer a comprehensive benefits package including health insurance, 403(b) matching, and hybrid work arrangements. Preferred candidates reside in Central Maryland or Massachusetts and live within a reasonable driving distance of their designated regional hub (Baltimore, MD or Chelsea, MA).


Key Roles and Responsibilities


Report Development

  • Partner with the DEL and key staff to research, design, build, and deploy automated reports and interactive dashboards to track key performance measures, program outcomes, and contract or funder deliverables. 
  • Configure performance management system to optimize user experience, including building customized site navigation, landing pages, visual dashboards, and system notifications. 
  • Build and maintain specific data collection tools within the database to ensure reporting pipelines capture high-quality data. 
  • Perform regular data extraction and manipulation using statistical and programming tools, utilizing SQL queries to transform raw backend data into structured reporting formats. 
  • Maintain comprehensive documentation of logical and physical data models, database schemas, and data dictionaries to preserve reporting integrity and consistency across the organization. 


Contractual and Funder Reporting

  • Support the Director of Evaluation and Learning (DEL) in developing targeted solutions, tools, and processes for tracking, monitoring, and reporting on contract and funder deliverables. 
  • Conduct statistical analysis to effectively convey programmatic results, efficiencies, opportunities, and enhancements that directly drive contract and funder outcomes. 
  • Contribute analytical sections, data summaries, and visualizations to formal evaluation reports, funder presentations, and other institutional data products. 
  • Read, interpret, and verify compliance and performance data from multiple formats to ensure rigorous accuracy across all external reporting. 
  • Support the Director of Evaluation and Learning (DEL) and external research partners by preparing files, generating standardized reporting packages, and performing data reconciliation to compare external analytical datasets against internal system data to ensure reporting consistency and validity.


Analytics

  • Conduct regular statistical analysis using programming and statistical tools to convey results, operational efficiencies, and strategic opportunities that drive organizational outcomes.
  • Perform advanced data extraction, manipulation, and interpretation across varied data sources to provide clear, concise, and actionable explanations of complex findings to a variety of audiences.
  • Contribute directly to the design and implementation of internal quantitative and/or qualitative evaluation research as well as continuous quality improvement initiatives.
  • Execute weekly, monthly, and quarterly data integrity audits, systematically addressing and resolving data quality findings to ensure baseline data remains accurate for analytical modeling.

Education: Bachelor’s degree in computer science, information systems, data analytics, statistics, or a closely related discipline; equivalent professional experience will be considered in lieu of a degree. 

 

Experience Tiers:

  • Entry-Level: Foundational experience (1-2 years) in database administration, data analysis, or reporting frameworks. 
  • Mid-Level: At least 2-5+ years of progressive experience managing database systems, writing advanced queries, and generating client/funder-facing reports. 

 

Technical Skills:

  • Proficient in statistical or data manipulation software packages, such as SQL scripting, R, JSON, or Python (pandas). 
  • Comprehensive knowledge of logical and physical data modeling concepts with the ability to construct complex SQL queries. 
  • Proficiency in modern platforms like Microsoft Power BI, Tableau, or Qlik.
  • Understanding of dimensional modeling, data warehousing concepts, and metadata/presentation layers
  • ETL Processes: Familiarity with SQL Server Integration Services (SSIS) or similar Extract, Transform, Load tools for automating data pipelines.
  • Advanced Microsoft Excel skills.
  • Flexibility and willingness to learn multiple programming languages to serve shifting organizational data needs.
