ICR has an opportunity for an experienced and motivated Program Manager. 

Position Description:
ICR is a rapidly growing employee-owned company focused on solving the hardest problems for the US Government.  Join our team to create the next generation of technologies and systems to protect our nation. We are seeking an experienced, visionary Program Manager to lead a high-performing, cross-functional team of Analysts, Cybersecurity Experts, Network/Software Developers, Hardware Engineers, and Operational Deployers. In this role, you will drive the delivery of mission-critical applications, oversee system modernization, and ensure the continued development of cutting-edge capabilities being delivered to the Department of War (DoW). 
 
As a key leader within our organization, you will bridge the gap between technical execution and strategic Government relations. You will guide a team of 20+ professionals (including internal staff and subcontractors) to provide rigorous cybersecurity patching, comprehensive operator training, software and hardware development, and analysis.

Key Responsibilities
  • Stakeholder Engagement: Cultivate and maintain strategic relationships with government customers and key stakeholders to align program objectives with mission needs.
  • Global Operations Management: Orchestrate the planning, logistics, and execution of system updates, maintenance, and cybersecurity patching across multiple systems.
  • Financial & Strategic Oversight: Develop and manage program budgets, provide accurate cost estimates, and ensure delivery against established business goals and targets.
  • Team Leadership: Provide technical guidance, mentorship, and direction to a diverse team of 20+ analysts, engineers, and specialists, fostering a culture of excellence and accountability.
  • Government Acumen: Leverage deep understanding of the government budgeting and acquisition processes to position ICR for expanded support and future opportunities.
  • Communication & Reporting: Put highly technical concepts into clear, compelling presentations and reports for both technical audiences and executive stakeholders.
  • Risk Management: Proactively identify, analyze, and mitigate program risks while capitalizing on opportunities across related projects and programs.
  • Cross-Functional Collaboration: Partner effectively with Contracts, Finance, Security, Facilities, and IT departments to ensure efficient program execution.
Required Qualifications
  • Experience: 20+ years of operational experience within the Intelligence Community (IC) or Department of Defense (DoD).
  • Clearance: Active Top Secret security clearance with SSBI and current SCI access/eligibility.
  • Polygraph: Current CI Polygraph or Full-Scope Polygraph is required.
  • Citizenship: U.S. Citizenship is mandatory.
  • Education: Bachelor's degree in Engineering, Computer Science, Business Administration, or a related field (or equivalent military expertise).
  • Leadership: Minimum 10 years of experience leading and managing large-scale teams and resources.
  • Domain Knowledge: Demonstrated understanding of inter-agency dynamics, internal agency functions, and the Federal Acquisition Regulation (FAR).
  • Skills: Exceptional analytical, problem-solving, and communication skills with a proven track record of delivering operational systems for the Government or Prime Contractors.
  • Autonomy: High level of self-initiative with the ability to thrive under minimal supervision.
Preferred Skills and Qualifications:
  • Experience negotiating with and managing suppliers and/or subcontractors.
  • Strong background in systems engineering and technical management.
  • Proven ability to develop strategic roadmaps and long-term project plans
Salary Range:  $169,000 - $239,000
