Position Overview

The Program Manager will lead and oversee contractor operations supporting the U.S. Customs and Border Protection (CBP) Hiring Center in Bloomington, MN. This role is responsible for managing personnel, coordinating large-scale hiring support operations, and ensuring timely and accurate execution of pre-employment and recruitment processes critical to CBP’s national hiring mission.

Key Responsibilities


  • Serve as the primary point of contact between contractor staff and the Government Contracting Officer Representative (COR)

  • Plan, direct, and manage all task order activities to ensure contract compliance and performance

  • Oversee onboarding and offboarding of contractor personnel (local and remote)

  • Assign, track, and manage workload across multiple HR functional teams

  • Monitor staff performance and implement performance improvement plans as needed

  • Ensure compliance with CBP training, quality, and security requirements

  • Review deliverables and enforce quality standards across all workstreams

  • Provide regular staffing updates, metrics, and status reports (weekly/monthly)

  • Manage timekeeping, staffing levels, and surge support requirements

  • Coordinate and lead team meetings and operational briefings

  • Support high-volume applicant processing operations (e.g., scheduling, onboarding, background review coordination)

  • Ensure customer service excellence in applicant interactions and hiring support

Scope of Work Oversight


  • Pre-employment processing (medical, scheduling, suitability)

  • Recruitment and staffing support services

  • Applicant tracking and HR systems updates (e.g., USA Staffing, HRBE)

  • Call center and customer support operations

  • Data entry, reporting, and workflow management

Qualifications


  • Bachelor’s degree preferred

  • Minimum 4+ years of program/project management experience

  • Experience managing large teams in HR, staffing, or government environments preferred

  • Strong knowledge of Microsoft Office Suite and workforce management tools

  • Excellent leadership, communication, and organizational skills

  • Ability to manage high-volume, fast-paced operations

Work Environment


  • On-site presence required as directed by COR

  • May support telework operations when approved
