Our canine group, under Allied Universal® Enhanced Protection Services, is hiring a Program Manager (PM) (CONUS). The Program Manager serves as the senior contractor representative and operational leader for the Global Canine Service Center (GCSC). This position is responsible for overseeing all contractor operations, ensuring compliance with contractual requirements, managing personnel and resources, and serving as the primary liaison with authorized U.S. Government personnel. The Program Manager provides leadership and strategic direction to support the successful execution of canine training, certification, and validation programs.

 

RESPONSIBILITIES:

  • Serve as the senior manager responsible for all contractor operations and day-to-day activities of the Global Canine Service Center.
  • Act as the primary point of contact and communicate directly with Department of State personnel, including the Contracting Officer, Contracting Officer’s Representative, Acting Contracting Office’s Representative, and other authorized government representatives.
  • Oversee canine training, certification, and validation programs, ensuring compliance with Diplomatic Security Odor Recognition Test (DSORT) and Diplomatic Security Operational Test (DSOT) requirements.
  • Develop, coordinate, and manage training, testing, certification, and verification schedules for all canine programs and personnel.
  • Ensure compliance with all applicable federal, state, and local laws, regulations, and policies governing explosives handling, storage, transportation, and safety.
  • Ensure all contractual deliverables, reports, records, and documentation are completed accurately and submitted within required timeframes.
  • Supervise, evaluate, and provide strategic leadership to canine trainers, instructors, imprinters, validation personnel, and support staff.
  • Maintain oversight of canine procurement, equipment, uniforms, inventory management, and resource planning to ensure uninterrupted operational support.
  • Apply comprehensive knowledge of canine certification standards, quality assurance assessments, canine training methodologies, and performance evaluation processes to maintain program excellence.
  • Develop staffing plans, training schedules, and workforce projections to support multiple canine training programs, including MSA New Hire Training, MSA Overseas, and Certified cargo screening program initiatives.

QUALIFICATIONS (MUST HAVE):

Candidates must possess one of the following combinations of education and experience:

 

Master's Degree

  • Master's degree in Business Administration, Criminal Justice, Project/ Program Management from an accredited institution.
  • Seven (7) years of experience leading large, diverse organizations.
  • Five (5) years of experience planning, evaluating, analyzing, and implementing government security-related programs.
  • Three (3) years of supervisory experience.

Bachelor's Degree

  • Bachelor's degree in Business Administration, Criminal Justice, Project/ Program Management from an accredited institution.
  • Eight (8) years of experience leading large, diverse organizations.
  • Seven (7) years of experience planning, evaluating, analyzing, and implementing government security-related programs.
  • Five (5) years of supervisory experience.

Associate Degree

  • Associate degree in Business Administration, Criminal Justice, Project/ Program Management from an accredited institution.
  • Thirteen (13) years of experience leading large, diverse organizations.
  • Ten (10) years of experience planning, evaluating, analyzing, and implementing government security-related programs.
  • Seven (7) years of supervisory experience.

High School Diploma or Equivalent

  • High school diploma or GED.
  • Fifteen (15) years of experience leading large, diverse organizations.
  • Ten (10) years of experience planning, evaluating, analyzing, and implementing government security-related programs.
  • Seven (7) years of supervisory experience.

Required Certifications and Eligibility

  • Current Project Management Professional (PMP®) certification
  • U.S. citizenship
  • Valid U.S. passport
  • Ability to meet all contract-specific security and background investigation requirements

Knowledge and Skills Required:

  • Comprehensive knowledge of canine training operations, certification standards, quality assurance assessments, and validation processes, including experience with NAPWDA, US Practical Screening Program, and 3PK9 standards. Experience with explosive detection canine programs and food reward and play reward training methodologies is preferred.
  • Demonstrated ability to lead and manage complex government security-related programs, including organizational planning, strategic evaluation, personnel supervision, performance management, and operational oversight of diverse teams.
  • Extensive experience coordinating training schedules, staffing plans, resource allocation, and workforce projections across multiple canine training programs while ensuring mission readiness and operational effectiveness.
  • Strong knowledge of canine procurement, inventory management, equipment accountability, uniform management, and logistics planning to support uninterrupted program operations.
  • Thorough understanding of applicable federal, state, and local regulations governing explosives handling, storage, transportation, safety, and compliance requirements.
  • Excellent verbal and written communication, interpersonal, and client relationship management skills, with the ability to effectively interact with government officials, stakeholders, and personnel at all levels of leadership.
  • Strong analytical, organizational, and problem-solving skills, with exceptional attention to detail and the ability to manage multiple priorities, deadlines, and contractual deliverables.
  • Ability to work independently with minimal supervision while exercising sound judgment, initiative, and professional discretion in a dynamic operational environment.
