Job Description
Savvee Inc. is seeking a seasoned Program Manager/Service Deliver Manager to support our federal client onsite in Ashburn, VA. The ideal candidate will lead portfolio‑level service delivery and resource allocation, aligning IT programs to the client’s mission priorities. This role is ideal if you excel at orchestrating complex delivery environments, translating strategy into measurable outcomes, mentoring teams, and confidently engaging senior stakeholders to drive continuous improvement and mission impact.

ESSENTIAL FUNCTIONS

• Leading overall execution of the program effort, with authority to coordinate and guide team efforts.
• Establishing and operating portfolio‑level service delivery, including intake, prioritization, and demand management across concurrent initiatives.
• Aligning IT programs and services to the client’s mission priorities, operational needs, and strategic objectives
• Managing value streams, capacity planning, staffing levels, and resource allocation across delivery teams.
• Ensuring all services, deliverables, and materials are delivered on schedule, within scope, and are at or under budget.
• Overseeing portfolio‑level budget and financial management, while supporting budget planning, tracking, and financial reporting using the client’s financial management practices.
• Defining and overseeing Agile governance at the portfolio level.
• Establishing, tracking, and reporting Agile KPIs and outcome‑based performance metrics.
• Identifying, managing, and escalating cross‑program risks, issues, and systemic impediments.
• Leading continuous process improvement across service delivery, governance, finance, and operational workflows.
• Facilitating portfolio‑level retrospectives and implementing lessons learned.
• Mentoring and coaching government and contractor staff on Agile practices and service delivery disciplines.
• Maintaining effective working relationships with directorates and operational components.
• Coordinating and overseeing vendor and partner performance.
• Preparing and delivering executive‑level briefings, reports, and decision materials.
• Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
• Demonstrating a commitment to quality and customer support.

REQUIRED EDUCATION AND TRAINING

• Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related field
• PMP certification

MINIMUM EXPERIENCE AND SKILLS REQUIRED

• Fifteen or more years of experience in IT portfolio or project management supporting large-scale enterprise programs, including BPR and financial management
• Ten or more years of experience leading multi-disciplinary teams on medium to large, high-complexity, multi-task efforts
• Eight or more years of experience providing technical direction and driving improvements, efficiencies, and innovation across portfolio, governance, finance, or operational processes
• Demonstrated experience supporting federal programs, including strategic planning, balancing modernization with mission-critical ops, and direct engagement with stakeholders
• Familiarity with federal organizational structures and stakeholder environments
• Must have the ability to obtain the client’s suitability
• Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools
• Excellent written and verbal communication skills
• A highly motivated self-starter
• Must be motivated and have excellent customer service skills

DESIRED BUT NOT REQUIRED QUALIFICATIONS

• Master’s degree preferred
• Federal experience strongly preferred
