Title: Program Manager

Location: Winchester, VA and Clarksburg, WV

Salary: Commensurate with experience.

Clearance: Top Secret (TS) security clearance with eligibility to receive access to Sensitive Compartmented Information (SCI); an FBI or FBI-accepted counterintelligence (CI) polygraph

Job Description:

The Program Manager provides comprehensive research and analysis, strategic planning, process improvement, and management of staff and subcontract personnel.

Key Responsibilities

• Serve as the primary liaison to the Contracting Officer (CO) and Contracting Officer's Representative (COR)
• Provide overall program leadership, direction, and oversight for all contract activities
• Ensure compliance with all contract requirements, including quality, timeliness, and productivity standards
• Develop, implement, and manage the project management plan and staffing strategy
• Oversee contract deliverables including: Monthly Status Reports (MSR), Program Management Reviews (PMRs), Staffing Rosters Production reports
• Lead quarterly PMRs and ensure timely submission of meeting minutes
• Identify, mitigate, and manage program risks and issues
• Ensure adequate staffing levels to meet workload demands, including surge support
• Oversee security compliance, including personnel clearances and non-disclosure requirements
• Ensure all contractor personnel adhere to FBI policies, SOPs, and ethical standards

Experience Requirements:

• At least five (5) years of hands-on experience applying knowledge of administrative principles, practices, and techniques.
• Must have professional skills in program management and leadership.
• Must demonstrate proficiency in utilizing routine computer applications, including but not limited to: Microsoft Office (Word, Excel, and PowerPoint), Google Chrome, and services that operate utilizing these software packages.
• Must have skills in oral presentations and communication of instructions concerning mathematical analysis, and in writing reports or documents that convey the findings/results of mathematical analysis to non-technical audiences.
• Must have excellent interpersonal skills and the ability to inform and communicate effectively with staff who have various backgrounds and personality types.

Education Requirements:

• Bachelor�s degree in project management, business, or related field
