The Project Manager works closely with other members of the SC Department of Veterans Affairs (SCDVA) Facility Management team and the SCDVA's Resource Management team on administrative project activities to ensure construction and building renovations/modifications/improvements meet the Agency's requirements. Performs planning or managerial duties for land areas and SCDVA operated facilities. Provides services to various SCDVA-based buildings and property on all issues regarding maintenance, minor retrofit, construction-related procurement, and preventative maintenance, including quarterly inspections, asset inventory, defining the scope of work for projects, developing estimates, and coordinating work. Coordinates with OSE, A/Es, DPH, and third-party inspectors to ensure all applicable safety, regulatory, and code requirements are properly documented. Acts as a first responder in emergencies to assess conditions at SCDVA facilities.
Responsibilities of the Project Manager:
- Provides construction contract administration support to SCDVA maintenance and construction projects in a variety of statewide buildings using OSE documents and State procurement rules.
- Responsible for managing and directing the initiation, planning, execution, control, and closeout phases of the project lifecycle for assigned construction projects. Determine the scope of work to be completed as directed. Provide the customer with an estimate, cost, and timetable. Arrange work with either inside forces and/or outside commercial construction contractors. Upon completion of work, ensure the customer is satisfied with the project.
- Develop work plan(s); controls budget, scope of work, and schedule to ensure construction project deliverables, milestones, and required tasks are completed as design to ensure compliance with federal laws, state laws, regulatory requirements, and the Agency's criteria.
- Prepares status reports and provides updates to project stakeholders, sponsors, champion. etc. Coordinates requests and recommends changes from original construction documents with the project sponsor, project team, and stakeholders.
- Plans and conducts periodic quarterly facility maintenance inspections of State Veterans' Nursing Homes and State Veteran Cemeteries.
- Maintains and conducts a comprehensive inventory of SCDVA-owned assets across seven state veteran nursing homes and one state operated veteran cemetery to include: physically verifying major assets such as MEP systems, life safety systems, and kitchen equipment; documenting manufacturer, model number, serial number, installation date, and location; updating the department asset log; and producing authoritative asset data to support capital planning, replacement forecasting, budgeting, and audit readiness.
- Prepares construction project budget estimates based on anticipated needs for equipment, material, and personnel.
- Other duties as assigned to meet the mission of the SC Department of Veterans' Affairs.
Position Duties
Must have a bachelor's degree and relevant project management experience in construction-related fields.

Additional Requirements:
- Position may require overnight travel.
- Position may require working evenings, weekends, and during emergency situations.
- Position requires routine driver duties.
- Position requires frequent stooping and/or bending.
- Position requires frequent lifting up to 50 lbs.
- Must have and maintain a valid driver's license and one (1) year of driving experience without a moving violation.
- This position will spend significant time in the field supervising construction projects throughout the state of South Carolina for the Department of Veterans' Affairs.
- This will require traveling around the state, inspecting buildings, and managing construction projects and construction contracts.
Minimum Qualifications
- Five years of relevant construction experience is preferred.
- Knowledge and experience with mechanical and electrical systems desired.
