Role:

 

The Quality Control Manager is responsible for overseeing and enforcing quality assurance and quality control processes across all program activities, deliverables, and contract requirements. Operating independently from task leads and content developers, this individual provides objective review and quality oversight to ensure all products meet established standards for accuracy, consistency, compliance, accessibility, and overall quality prior to submission. The Quality Control Manager works closely with program leadership and staff to foster a culture of continuous improvement and excellence.

 

Duties:

 

The Quality Control Manager will:

Quality Assurance & Deliverable Review

  • Develop, implement, and maintain quality assurance and quality control processes for all program deliverables and activities.
  • Conduct independent reviews of reports, training materials, communications products, technical assistance resources, and other deliverables prior to submission.
  • Verify accuracy, completeness, consistency, and compliance with contract requirements, established standards, and program expectations.

Compliance & Accessibility Oversight

  • Review deliverables for compliance with plain language principles, Section 508 accessibility requirements, and applicable organizational standards.
  • Maintain quality review checklists, documentation procedures, and corrective action processes.
  • Ensure quality management activities are consistently applied across all workstreams and deliverable types.

Continuous Improvement & Risk Mitigation

  • Identify quality issues, trends, and process improvement opportunities and recommend corrective actions.
  • Monitor the effectiveness of quality management processes and implement enhancements as needed.
  • Support risk identification and mitigation efforts related to deliverable quality, compliance, and performance.

Program Collaboration & Reporting

  • Collaborate with project leadership and task leads to communicate quality findings and support resolution of identified issues.
  • Maintain records of quality reviews, quality metrics, and corrective actions.
  • Prepare quality assurance reports and recommendations for program leadership as needed.

 

Education:

 

  • Master's degree in Public Health, Health Administration, Quality Management, or a closely related field.
  • Relevant certifications, such as Certified Quality Auditor (CQA), Project Management Professional (PMP), or equivalent, may be considered in lieu of an advanced degree.

 

Required Experience and Skills:

 

  • Minimum five (5) years of experience in quality assurance or quality control roles supporting federal health program contracts or comparable initiatives.
  • Demonstrated experience reviewing and improving health program deliverables for accuracy, consistency, plain language compliance, and Section 508 accessibility.
  • Experience with federal contractor quality management systems, quality assurance plans, and deliverable review processes.
  • Strong attention to detail and ability to identify quality, compliance, and documentation issues.
  • Experience developing quality review procedures, standards, and performance monitoring approaches.
  • Excellent written, verbal, analytical, and organizational skills.

 

Preferred Skills:

 

  • Experience supporting federal healthcare programs or federally funded health initiatives.
  • Experience reviewing healthcare, public health, technical assistance, training, or communications deliverables.
  • Familiarity with quality management methodologies, continuous process improvement, and performance management frameworks.
  • Knowledge of accessibility standards, plain language requirements, and federal deliverable review best practices.
  • Experience working with multidisciplinary teams in remote environments.
  • Experience implementing quality assurance processes across large, multi-year programs or contracts.
