This position performs supervisory and administrative work in assisting with the daily operations of the Real Property Appraisal Unit of the Beaufort County Tax Assessor’s Office. Provides leadership and technical guidance to staff, answers questions, and has public contact that could include controversial and appealable decisions. Reports to the Assistant Tax Assessor. Provides supervision of workflow and activities for the property appraisal unit, including Property Use Valuation work. Supervises staff, works with Senior Staff on employee evaluations, interviews for Real Property positions, makes recommendations on hiring, firing and disciplinary action of Real Property personnel. Recommends and implements operating practices of significant importance. Appraises real property, including rural vacant land, commercial, industrial, waterfront, and tax-exempt properties for tax purposes. Responsible for the review of building permits by the Real Property staff. Makes field visits to collect data for appraisals. Will be required to help with any revaluation work done inside of the county. Meets with taxpayers as needed and will assist the Assessor at local and state level property appeals.Position Duties
Thorough knowledge of principles, practices and techniques used in appraising farm, residential, commercial and industrial real property. Thorough knowledge of the overall policies, methods and procedures of the appraisal functions. Thorough knowledge of the North Carolina Machinery Act, related state laws, and County tax policies. Considerable knowledge of the geographic and socioeconomic layout of the County. Considerable knowledge of the use and interpretation of statistics and statistical inference. Considerable knowledge of the application of information technology to property appraisal and valuation including the use of GIS and tax mapping. Some knowledge of County personnel, purchasing and budgeting policies and procedures. Knowledge of modern and effective supervisory principles and practices including motivation, leadership, communications, conflict resolution, team building, mentoring, and performance coaching and evaluation. Skill in collaborative conflict resolution, teamwork and customer service excellence. Skill in research and problem-solving. Ability to conduct an effective and fair tax appraisal and assessment program and interpret and apply values equally and equitably. Ability to make decisions, explain work activities and laws in lay terms; and to defend appraisals to property owners, the general public, the Board of Equalization and Review. Ability to exercise independent judgment and initiative in appraising property, advising appraisers and carrying out details of the work. Ability to read and interpret deeds and other legal documents. Ability to effectively express ideas orally and in writing. Ability to exercise considerable tact, discretion and firmness in frequent contact with taxpayers and the general public. Ability to establish and maintain effective working relationships as necessitated by work assignments.
Additional Job Functions: Assists clerical and mapping personnel as needed. Attend seminars, conferences, and workshops to maintain current knowledge and trends on appraisal of real property. Performs related duties as needed.
Minimum Qualifications
Graduation from a 4-year college or university with specialized courses in real estate, construction, finance or appraisal. Two years of appraisal, or related, experience is required with a preference being given for advanced or supervisory experience; or an equivalent combination of education and experience. Must have the ability to obtain Real Property Appraiser Certification within 2 years of hiring.
