About the Department

INTERNAL PROMOTIONAL OPPORTUNITY!
The city is seeking a motivated, creative, and service oriented employee to serve as our Recreation Activity Coordinator.  
This internal promotional opportunity is ideal for someone who is passionate about building community through engaging recreation programs, special events, and exceptional customer service.  

Under the direction of the assigned administrator, the Recreation Activity Coordinator plans, coordinates, and implements comprehensive recreation, leisure, community social and cultural programs, services, and special events for children, youth, seniors, and their families.

Position Duties

The following list of functions, duties, and tasks is typical for this classification.  Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.

  • Develops programs, prepares, and maintains a recreation environment, including bulletin boards and interest centers.
  • Provides and oversees individualized and group assistance to clients in educational programs, arts and crafts, recreational activities, and special events.
  • Provides and oversees assistance to clients, ensuring they are treated with dignity and respect.
  • Coordinates and provides direction to staff and volunteers.
  • Assists in the development of goals, objectives, policies, and procedures.
  • Researches, develops, evaluates, and modifies programs to meet participants’ needs and abilities.
  • Researches, plans, schedules, and coordinates day and overnight trips and tours, as well as seasonal and year-round activities.
  • Serves as a liaison to community groups, law enforcement, schools, and public and private agencies.
  • Develops written materials, including but not limited to program flyers, brochures, event schedules, and newsletters; coordinates social media information and promotions.
  • Coordinates facility rentals.
  • Assists in budget preparation and monitoring.
  • Maintains records and files and develops routine reports.
  • Responds to inquiries about operations, programs, and events and resolves complaints and/or concerns.
  • Manages inventory and develops a replacement list of supplies and equipment; orders and purchases supplies and equipment.
  • Plans and implements special events for children, youth, seniors, and their families.
  • OTHER DUTIES:
  • May supervise full time and part time staff.
  • Performs other related duties as assigned.

  • Methods, materials, equipment, and strategies used in early childhood, youth and senior citizen development, and education

  • Understand and respond to the public’s and staff’s requests for assistance both on the phone and in person
  • Participate in children’s educational, arts and crafts, and playground activities
  • Operate modern office equipment, including a computer and assigned software 
  • Travel between locations for business purposes 
  • Relate well, communicate, and work effectively with diverse groups of stakeholders who represent a range of ethnic, cultural, and socio-economic backgrounds

Minimum Qualifications

EDUCATION AND EXPERIENCE:
Associate’s degree from an accredited college or university with a major in recreation, leisure management, social services, or a related field. A Bachelor’s degree is highly desirable. Five (5) years of increasingly responsible experience in recreation leadership experience, working with pre-school aged children, youth, or seniors, or an equivalent combination of education and experience that would provide the required knowledge, abilities, and skills is qualifying.
LICENSE(S) REQUIRED:

  •  Valid, current driver’s license and a good driving record
CERTIFICATIONS AND TESTING REQUIRED:
  • First aid and CPR certificates

The City of Barstow provides a generous benefit package as described in the Memorandum of Understanding (MOU) between the City and Bargaining Unit 6 (Barstow Management Employees' Association):

  • UNIFORM ALLOWANCE:

    • TIER I: Members hired on or before December 31, 2012
      1. City shall provide five (5) City shirts
      2. Classification 1: Members hired prior to July 1, 2011, and serving in either the “Code Compliance Supervisor”, “Police Services Supervisor”, or “Building Official/Fire Marshall” job classification, shall receive $63 per month.
      3. Classification 2: Members who as a condition of employment is required to obtain and wear a specific uniform shall be reimbursed for the actual cost of acquiring the uniform in an amount not to exceed $756 per year.
      4. Classification 3: Members assigned to the WW Treatment Plant, shall maintain the laundered service for eleven (11) sets of uniforms.
        TIER II:
      5. Members hired after December 31, 2012
      6. City shall provide five (5) shirts
      7. Classification 1: Members hired prior to July 1, 2011, and serving in either the “Code Compliance Supervisor”, “Police Services Supervisor”, or “Building Official/Fire Marshall” job classification, shall receive $63 per month.
      8. Classification 2: Members who as a condition of employment is required to obtain and wear a specific uniform shall be reimbursed for the actual cost of acquiring the uniform in an amount not to exceed $756 per year.

      10. Safety Boot Reimbursement: reimburse for the actual cost of acquiring safety boots in an amount not to exceed $300 per fiscal year.
  •  BILINGUAL SERVICES PAY:

    • Members hired prior to July 1, 2011, are eligible to receive a five percent (5%) increase over their base wage rate as bilingual services pay.
    • Members hired after July 1, 2011, will be eligible to receive a $200 per month (approximately $92.31 per pay period) as bilingual services pay.
  • DEFERRED COMPENSATION:

    • City will set-up a deferred compensation account for all members and contribute one percent (1%) of each member’s base wage rate into that deferred compensation account.
  • TUITION REIMBURSEMENT:

    • Member will be eligible for tuition reimbursement of up to $1,000 per fiscal year.
  •  EDUCATIONAL INCENTIVE:

    • Associate of Arts/Science Degree:  $1,000 per year
    • Bachelor of Arts/Science Degree:  $1,500 per year
  • HOLIDAYS:

    • Will receive fifteen (15) days of holiday leave time each year
    • Winter Holiday Hours: December 24 through January 1 each year. In conjunction with the City paid holiday time (Christmas Eve, Christmas Day, New Year’s Eve Day, New Year’s Day)
  • MANAGEMENT LEAVE:

    • Members shall be granted one hundred and twenty hours (120) of management leave days.
  • CAFETERIA PLAN:

    • Members who elect to receive medical coverage through the City will receive a monthly allowance based on the enrolled medical benefit coverage elected.
    • Employee Only: is eligible for a monthly allowance of $1,100 per month
    • Employee plus 1: is eligible for a monthly allowance of $1,500 per month
    • Employee plus family: is eligible for a monthly allowance of $1,900 per month
    • Members hired prior to July 1, 2025, who can provide proof of medical insurance coverage through an alternative source shall be eligible to receive $750 per month
    • Members hired on or after July 1, 2025, who can provide proof of medical insurance coverage through an alternative source shall be eligible to receive $2,000 annually (approximately $76.92 per pay period)
