Project Manager (Industrial & Refinery Construction)
Position Summary
The Project Manager (PM) is responsible for planning, coordinating, and executing heavy civil, industrial, and refinery construction projects from preconstruction through closeout. This role ensures projects are completed safely, on schedule, within budget, and in accordance with company standards and client expectations. The position serves as a key liaison between clients, field operations, subcontractors, engineering teams, and company leadership. This position is in Ponca City Oklahoma. The crew size will range from 20 – 50 depending on the operations and projects being completed.
Key Responsibilities
Safety & Compliance
- Promote and enforce a culture of safety throughout all phases of project execution.
- Ensure compliance with OSHA regulations, refinery-specific safety requirements, and company safety policies.
- Lead project hazard analyses, Job Safety Analyses (JSAs), and risk mitigation planning.
- Coordinate and participate in client and company daily, weekly, and monthly safety meetings and briefings.
- Conduct site visits and audits to ensure adherence to safety and environmental standards.
Budget & Financial Management
- Develop, monitor, and maintain project budgets and cost controls.
- Assist with estimating, bidding, proposal preparation, and project procurement activities.
- Review labor productivity, equipment utilization, and material costs to ensure profitability.
- Manage contract administration, change orders, claims, and project billing processes.
Schedule Management
- Develop, update, and maintain detailed project schedules using industry standard scheduling software.
- Monitor critical path activities and ensure project milestones are achieved.
- Coordinate work activities to meet refinery turnaround and shutdown schedules.
- Identify schedule risks and implement corrective action plans as needed.
- Communicate schedule updates and recovery plans to project stakeholders.
Subcontractor & Resource Management
- Procure and coordinate materials, equipment, and subcontracted services.
- Direct and support field supervisors, foremen, craft personnel, and subcontractors.
- Manage subcontractor performance, contract compliance, and productivity.
- Coordinate staffing and resource allocation to optimize project execution.
- Ensure project documentation, reporting, and field communication are maintained accurately.
Client Relations & Constructability
- Serve as a primary point of contact for refinery owners, engineers, inspectors, and client representatives.
- Develop and maintain strong client relationships through proactive communication and problem-solving.
- Participate in constructability reviews during design and preconstruction phases.
- Provide recommendations to improve construction methods, sequencing, safety, and efficiency.
- Represent the company professionally during project meetings, presentations, and negotiations.
Project Administration
- Ensure compliance with project specifications, quality requirements, and contractual obligations.
- Support continuous improvement initiatives and lessons learned processes.
- Assist with business development efforts and pursuit of future opportunities when applicable.
Qualifications
Project Manager
- 15+ years of progressive project management experience in heavy civil construction, industrial construction, refinery maintenance, petrochemical facilities, or related infrastructure projects.
- Bachelor’s degree in construction science, Construction Management, Engineering, Project Management, or a related field preferred if experience is less than 15 years.
- Demonstrated success managing large-scale industrial or refinery projects from inception through completion.
- Strong leadership, communication, negotiation, and problem-solving skills.
Technical Skills
- Advanced knowledge of heavy civil construction scopes, means, methods, and sequencing.
- Proficiency with project management and scheduling software such as Primavera P6, Procore, Microsoft Project, and Microsoft Office Suite.
- Strong understanding of contracts, estimating, cost controls, project forecasting, and construction financial management.
- Experience working within refinery, petrochemical, industrial, or turnaround environments preferred.
Preferred Certifications
- OSHA 30-Hour Construction Certification
- PMP (Project Management Professional)
- TWIC (Transportation Worker Identification Credential)
- First Aid/CPR Certification
- Additional refinery owner/operator safety credentials as required
Physical & Work Environment Requirements
- Ability to work in active industrial, refinery, and construction environments.
- Ability to travel and work extended hours, weekends, and shutdown/turnaround schedules as required.
- Ability to access elevated work areas, confined spaces, and outdoor job sites in varying weather conditions.
- Must be able to pass required background checks, drug screenings, and site-specific access requirements.
