The County of Riverside - Riverside University Health System (RUHS) - Community Health Centers (CHC) is currently seeking an experienced, bilingual (Spanish speaking) Registered Nurse III MC/CHC to join the team at the CHC Hemet Clinic. 

The Registered Nurse III - MC/CHC is the advanced journey level classification in the Registered Nurse – MC/CHC series and reports to an appropriate supervisory or manager level position.  Incumbents perform nursing duties while applying advanced knowledge and skills in providing care and service to patients with more complex problems and needs within assigned unit(s). Incumbents responsibilities are expanded to include participation in activities relating to quality assurance, policy and procedure review/revision, in-service education, staff development and preceptorship. 

The incumbent will perform a variety of clinical and administrative nursing duties, including conducting new hire and staff competency assessments, attending monthly RN meetings, downloading and reviewing digital data logger reports, managing medication, vaccine, and laboratory supply inventories, and reviewing monthly quality control logs. Additional responsibilities include providing nurse triage services, participating in the after-hours on-call rotation, assisting with specialty referral work queues, conducting clinic audits and standard work reviews (K-cards), rooming and discharging patients, performing blood draws, administering vaccines to pediatric and adult patients, and supporting clinic operations as needed. The selected candidate must be willing to travel to other Community Health Center (CHC) clinic locations as required. 

The ideal candidate will be bilingual in Spanish and possess a Bachelor of Science in Nursing (BSN), along with at least two (2) years of recent experience working as a Registered Nurse in an ambulatory and/or primary care setting.

License and Certification required:
  • A valid CA Driver's License
  • A current Basic Life Support (BLS) certification issued by the American Heart Association.

Work Schedule: 9/80, Monday - Friday; Hours: 7:30 a.m. to 5:00 p.m.

The County of Riverside - Riverside University Health System - Community Health Center (CHC) is currently recruiting for a Registered Nurse to join our Express Care clinic located in the city of Corona.

Position Duties

• Assess, plan, organize and provide nursing care to assigned patients in accordance with physician instructions; make preliminary observations of patients and prepare patients for, medical treatment.

• Assist physicians in administering treatments and in performing medical examinations, diagnostic tests and surgical operations.

• Administer prescribed treatment and medications, including dispensing, as ordered to patients; chart treatment of patients; record and report significant changes in condition and general progress of patients.

• Counsel and advise patients, families and significant others regarding special medical problems and/or proper healthcare methods; prepare and maintain concise and complete records and reports.

• Instruct patients in carrying out physician's orders; transcribe physician's orders to working records.

• Provide orientation and training to new staff, residents, medical students, Regional Occupational Program (ROP) participants and nursing students.

• Participate in quality assurance reviews; act as a team leader or relief charge nurse.

• Assign and monitor the work of subordinate nursing personnel; participate in committee activities.

• Triage patients by reviewing admission charts and merging patients into the appropriate patient assignment or clinic flow when appropriate.

• Testify in court as to client's mental and physical condition.

• Coordinate and monitor patients through the hospitalization process utilizing physicians, primary care nurses and third-party payors to maintain quality care and fiscal responsibility.

• Review the post hospital care plan with the patient,/family establishing a contact regarding timeframes and responsibilities; follow care plan through patient discharge.

Minimum Qualifications

Education: Successful completion of the education required to obtain a valid license to practice as a Registered Nurse in the State of California. (A bachelor's degree from an accredited college or university in nursing or a health-related field may be required for some positions.)

Experience: Three (3) years of full time experience as a Registered Nurse in an acute care facility. (A Bachelor's degree from an accredited college or university in nursing or a national certification in a nursing specialty may be considered as a substitution for one year of the required experience. A Master's degree from an accredited college or university in nursing may be considered as a substitution for two years of the required experience.)

Knowledge of: Current principles, techniques and procedures used in professional nursing; medical terminology and patient care routine appropriate to clinical setting; medical instruments and equipment; the uses and effects of medicines and narcotics; community resources available to provide patient care and follow-up; federal, state and local laws and regulations governing professional aspects of nursing; identification of potential discharge needs; payor source documentation requirements and governmental regulations affecting reimbursement.

Ability to: Perform the full range of nursing duties and responsibilities in a patient care setting; plan and organize nursing plans for patients; prepare and maintain concise and complete records and reports; establish and maintain effective working relationships with physicians, patients and fellow employees; secure the cooperation of employees to work effectively together; assist in the instruction of entry-level nurses and ancillary personnel; keep abreast of developments in area of nursing specialization; evaluate the medical records of hospital admissions; make recommendations regarding continued stay necessity; identify discharge needs.

Other Requirements: 
License: Must possess and maintain a current, valid license to practice as a Registered Nurse in the State of California.

Possession of a valid California Driver's License is required.

Certifications:

  • Possession of a valid Basic Life Support (BLS) ceritification issued by the American Heart Association for professional healthcare providers.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY:  

Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period.


Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay.


POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
