Job Description

Summary:

This individual will provide leadership to a high-performing compliance team, foster strong relationships with regulators and internal departments, and proactively identify and mitigate compliance risks across the organization. In this position you will be responsible for the operational direction and administration of activities within the Regulatory Compliance department. Assist senior leadership with the development and execution of the division’s strategic plans. Responsible for the oversight of the preparation and subsequent filing of all state, tribal and local licensing. Oversee daily operations of the licensing department.

Essential Functions:

  • Lead the day-to-day function of the Regulatory Compliance team including licensing, reporting requirements and facilitating audit requests
  • Assist the Sr. Director of Regulatory Compliance with the development and execution of the department’s strategic roadmap
  • Oversee all gaming license applications, renewals, and regulatory filings across the organization and its affiliates
  • Lead, mentor, and develop a team of compliance professionals, ensuring effective structure, distribution, and career development
  • Monitor and control labor costs by ensuring adequate coverage based on business demands
  • Ensure work performance standards, and team member development programs maximize the individual growth and development of staff
  • Ensure compliance with all applicable gaming laws and company internal controls, policies and procedures
  • Oversight of the preparation and submission of regulatory applications of all state, tribal and local applications for business, and gaming licensing, including state and local key employee licensing.
  • Develop and foster relationships with state and tribal gaming commissions
  • Maintain all gaming licenses, business licenses and all jurisdictional registrations necessary for company operations
  • Maintain regulatory records and archives for all jurisdictions, including applications, agency requests, and required reports. Protect the confidentiality of documents and sensitive personal information
  • Oversee the retention of confidential and private support materials pursuant to company policy
  • Respond to all regulatory requests and inquiries in a timely manner
  • Such other legal and/or compliance related responsibilities that may be assigned from time to time by the Sr. Director of Regulatory Compliance
  • Deliver timely and professional support to regulatory agencies and team members while upholding company service standards. Perform other duties as assigned

Required Education, Experience, and Skills:

  • Associate degree or equivalent experience in a related field
  • 5+ years’ experience in a compliance department, internal audit department, gaming regulatory position or a combination of such
  • Detail-oriented
  • Previous experience working in environment with sensitive and/or confidential information
  • Excellent communication and organization skills
  • Strategic mindset with the ability to balance day-to-day execution and long-term compliance initiatives
  • Ability to build relationships across internal teams, regulators, and external partners
  • ArdentSky and Adobe Acrobat experience a plus
  • Must be at least 21 years of age
  • Ability to communicate effectively in English, both written and verbal
  • Gaming industry knowledge
  • Constant use of hearing and vision, sitting, distinguishing between shades of color, and using tools or equipment requiring a high degree of dexterity
  • Must be able to perform the essential functions of the position with or without reasonable accommodations.
  • Must be able to pass a criminal background check

About the Team

We are seeking a Regulatory Compliance Manager to join our experienced and dedicated Regulatory Compliance/Licensing team. This team partners closely with executives, sales personnel, field service employees, and other occupational licenses to obtain and maintain gaming licenses across multiple jurisdictions. Regulatory Compliance Department plays a critical role in supporting the organization's ongoing regulatory obligations and future growth opportunities.

Employment Classification 

To determine eligibility for benefits and overtime status and to ensure compliance with federal and state laws and regulations, Bluberi uses the following classifications.  Employment classifications are based on the guidelines of the Fair Labor Standards Act (FLSA) and, as circumstances dictate, Bluberi may review or change employment classifications at any time.  

Exempt:  Exempt Team members are paid on a salary basis and are not eligible to receive overtime pay.  

Non-exempt Non-exempt Team members are paid on an hourly basis and are eligible to receive overtime pay for overtime hours worked.  

Regular, full time: Team members who are not in a temporary status and work a minimum of 30 hours weekly and maintain continuous employment status.  These Team members are eligible for the full-time benefits package and are subject to the terms, conditions, and limitations of each benefits program.  

Regular, part time:  Team members who are not in a temporary status and who are regularly scheduled to work less than 30 hours weekly, but at least 20 hours weekly, and who maintain continuous employment status. Part-time Team members are eligible for some of the benefits offered by the company and are subject to the terms, conditions, and limitations of each benefits program.  

Temporary, full-time:  Individuals who are hired as interim workers to temporarily supplement the workforce or to assist in the completion of a specific project and who are temporarily scheduled to work the company’s full-time schedule for a limited duration. Employment beyond any initial stated period does not imply a change in employment status.
