As a Plan Reviewer within the Community Development Department, you will play a vital role in reviewing building plans, ensuring compliance with applicable codes, and guiding applicants through the permitting and development process.
This role is ideal for someone who enjoys technical analysis, problem-solving, collaboration, and working with a variety of building and design professionals to support responsible development in unincorporated Lee County.
Salary is based on certification area(s) held, with higher salary consideration for candidates possessing multiple certifications (e.g., Structural, Plumbing, Electrical, Mechanical, Roofing, and One- & Two-Family Dwelling).
Position Duties
What You’ll Do
Plan Review & Technical Analysis
- Review residential and commercial building plans for compliance with the Florida Building Code, Florida Fire Prevention Code, Florida Accessibility Code, Florida Energy Code, and applicable County ordinances
- Analyze building plans, specifications, surveys, and technical documentation to evaluate code compliance
- Review revised plans to ensure corrections have been completed and brought into compliance
- Research floodplain requirements, coastal regulations, zoning provisions, environmental considerations, and historical designations
- Prepare detailed written correspondence outlining code deficiencies and providing guidance for compliance
- Utilize electronic plan review tools and other web-based resources to confirm plan compliance and document review comments
Customer Service & Technical Assistance
- Provide high-quality customer service by responding to inquiries promptly, returning calls, and assisting applicants with code-related questions
- Work closely with architects, engineers, contractors, owners, and developers to clarify requirements and resolve issues
- Collaborate with planners, permit representatives, zoning staff, and reviewers to support development orders, rezoning applications, coastal reviews, and related processes
- Participate in preliminary plan review meetings to provide guidance on code compliance and procedural requirements
Documentation & Recordkeeping
- Maintain accurate records of plan reviews within the County’s electronic permitting system
- Prepare and maintain correspondence, reports, and documentation related to plan review activities
- Support departmental goals for turnaround times and review quality
Additional Responsibilities
May perform other duties as assigned.
Minimum Qualifications
What We’re Looking For
Minimum Requirements
Any combination of education and experience equivalent to:
- High School graduation or GED equivalent
- Four (4) years of experience in construction, building, plan review, architecture, engineering, building inspection, or as a superintendent of building construction
- Valid driver’s license with an acceptable driving record
Licensing Requirements
- State of Florida Plans Examiner certification (required)
- State of Florida Inspector certification in applicable categories (preferred)
Preferred Qualifications
- Associate’s Degree in a related field
- Five (5) years of experience as a builder, architect, engineer, building inspector, or superintendent of building construction
- Knowledge of construction methods, materials, and modern building practices
- Ability to read and interpret complex plans, specifications, and codes
Ideal Candidate Strengths

- Ability to interpret and explain technical requirements to a wide range of stakeholders
