Duties

As a Safety and Occupational Health specialist, GS-0018-09, you will serve as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Provides quality actions for the sustainment of State ARNG Safety and Occupational Health Management Systems (ASOHMS) within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives. Implements plans, methods, and processes to improve safety in the workplace and off-duty environments. Reduces preventable mishaps in the preservation of ARNG personnel, equipment, facilities, and resources. The SOH Specialist executes developmental functions of a complex SO&EH program for a broad occupational field involving a wide variety of changing, high risk operations, environmental conditions, and hazardous materials. Provides reviews and updates the State SOH Plans and Standard Operating Procedures. Provides functional area technical assistance to the following areas: SOH installation inspections and evaluations, Workplace Operations, Hazard communication programs, Industrial operations (lockout/tagout, confined space, fall protection), Emergency planning and response, Safety Training and Education of SOH programs consisting of training needs assessments of subordinate organizations mission and operational needs. Community, Off-Duty Recreation, and Seasonal Safety, Public, family, child, and youth safety, Tactical Operations, Tactical safety, Force mobilization, Transportation Safety, Motor vehicle mishap prevention, Maritime activities, Safe cargo operations, Explosives Safety, Range Safety Operations, Electrical Safety, Fire and Emergency Services Safety, and Contract Safety.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. Military Grades Enlisted: Warrant Officer/Enlisted: E6 thru CW3 SPECIALIZED EXPERIENCE - GS09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-9: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
