Manages and monitors performance based contracts providing quality oversight of contractor performance to contract requirements for safety rest area custodial services, vegetation management, litter and debris removal, snow and ice removal; and pavement, structure, drainage, traffic management and safety devices, and associated appurtenance maintenance.
Manages the repair and maintenance projects delivered through the maintenance contractor and their subcontractors. Produce scopes of work, issue request for proposals, evaluates pricing, and makes recommendations for approval.
Inspects facility assets and provides condition assessment of facilities and appurtenances. Work requires contact with contractors and private entities.
Essential Duties:
- Coordinates and monitors response to public complaints.
- Coordinates and/or prepares monthly and final estimates.
- Prepares scopes of services, request for proposals, cost review, and management of work for repair and maintenance projects.
- Participates in the negotiation, development, and implementation of service contracts.
- Conducts follow-up inspections to evaluate corrective actions taken to achieve acceptable performance within the contract parameters.
- Monitors and assesses service provider response to incident of inclement weather, flooding, accidents and hazardous material spills and/or security affecting roadway and/or safety rest areas.
- Monitors service provider performance of custodial services, vegetation management, litter/debris removal; maintenance of pavements, structures, drainage, traffic management and safety devices; and associated appurtenances and/or building systems.
- Monitors, inspects, reviews, evaluates, and tracks service provider compliance with contract requirements.
- Prepares reports on quality condition assessments and time based frequency attainment of contract services.
- Reviews and evaluates information on performance based service delivery system methods, outputs, and activities to identify gaps in resources; recommends improvements.
- Travels throughout the state to perform site visits and monitor maintenance programs and contract adherence.
- Performs other job responsibilities as assigned.

Minimum Qualifications:
Education:
High School Grad or Equivalent in general high school studies.
Experience:
8 years of experience in service provider oversight, contract assessment, inspection/assessment of highways, buildings and appurtenances. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Licenses and Certifications:
Valid driver's license. This position requires driving a state vehicle.
Preferred Qualifications:

Extensive knowledge of:
- Applicable inspection methods, procedures and techniques.
- The Texas Manual on Uniform Traffic Control Devices.
- Utility systems such as water, wastewater, heating, air conditioning, electrical wiring and plumbing.
- Materials used in building construction and maintenance.
- Building support service operations and management.
- Concepts, methods and procedures used in building grounds keeping, pavement, structure, drainage, traffic management and safety devices, and appurtenance construction or maintenance.
- Project estimating and cost analysis.
Physical Requirements and Working Conditions:
- Subject to inside and outside environmental conditions.
- Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour.
- Subject to noise and vibration.
- Subject to hazards - moving vehicles/mechanical parts, high places/heat, or chemicals.
- Required to wear proper personal protective equipment.
- Light work: Lift up to 25 lbs at a time and frequently lift or carry objects up to 10lbs.
- Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc.
- Balancing - walking, standing, crouching on various surfaces without falling.
- Standing prolonged periods of time.
