About the Department
The safety, security and emergency manager is responsible for management of the day-to-day safety of employees and students, building and facility security, building access, monitoring of fire and security alarms, and enforcement of WVC’s Security and Parking policy (600.510) and WAC 132W-117 at both campuses. This position ensures compliance with the college safety and security policies and works with the campus community on safety training, emergency drills and other activities. The manager is responsible for creating, revising and editing various safety and emergency plans. This position coordinates and manages the protection and safeguarding of college personnel and assets and works to promote and maintain a safe and secure college environment.
Position Duties
- Oversee and support WVC’s - Continuity of Operations Plan; Accident Prevention Program; Respiratory Protection Program; Safety Manuals; Safety Committee co-chair, manage committee work; all Hazards Emergency Plan; Evacuation and assembly area maps; Lock Out-Tag Out Program; Permit Required Confined Space program.
- Work with the Chelan and Okanogan County emergency management departments (DEM) and local first responders
- Manage and maintain safety related databases; ensure compliance with all local, state, and federal requirements for storing and disposal of hazardous waste.
- Coordinate compliance with regulatory authorities including local building and fire departments.
- Advise and inform college staff on safety matters; identify potential problem areas and make appropriate recommendations.
- Prepare reports for internal and external sources
- Make regular inspections of fire extinguishers, eye wash stations, emergency showers, and emergency exit lighting; oversee fume hood and biological safety cabinet certification.
- Responsible for safety planning, goals, and assessment activities.
- Provide leadership on safety issues.
- Facilitate and coordinate safety training for all college employees. Serve as a repository for all safety training, participation and attendance.
- Manage the college’s hazardous waste program to ensure compliance with local, state, and federal environmental regulations; serve as chemical spill response team leader; give training to employees and students on storing and removing hazardous waste.
- Determine security staff schedules and ensure proper staff coverage for the college; ensure assigned staff complies with all safety and health requirements and maintain proper licensing as required; back up other college staff as necessary.
- Review incident reports. Investigate and make recommendations to WVC administration as appropriate.
- Review, plan, design, initiate, direct and manage all phases of the institution’s security systems.
- Advise, facilitate and conduct drills for campus leadership on all matters relating to campus security. Plan and implement security programs and training for the college employees.
- Act as the campus security survey administrator for the college to meet the requirements of the U.S. Department of Education regarding the Clery Act.
- Participate as a member of the threat assessment team related to Workplace Violence on Campus and work with administrators and the Office of Student Services to assist with analyzing events and determining potential risk (Clery, Violence against Women Act and Title IV).
- Be the security representative for department staff meetings, campus forums, and community events.
- Complete and keep accurate records of incident reports and file appropriate documents to stay in compliance with city and state ordinances.
- Conduct investigations of criminal activity involving violations of campus, city, state or federal regulations.
- Develop and maintain an effective working relationship with our community partners including but not limited to the: Wenatchee and Omak Police Departments, Chelan and Okanogan County Sheriff Offices, Chelan and Okanogan County Emergency Managers, Chelan County Fire Dist. #1, Lifeline and Ballard Ambulance Services, RiverCom and Omak Dispatch Agencies.
- Manage contracts with WVC’s security patrol providers, ensure communication and cooperation between providers and WVC employees. Provide training as appropriate. Review daily patrol reports and respond as appropriate.
- Provide oversite for the administration of the building access policy related to keys, access cards and security alarms.
- Manage and maintain security databases and management information systems; ensure compliance with all local, state, and federal reporting requirements for crime statistics and information.
- Assist with management of campus parking and traffic procedures consistent with applicable laws and regulations.
- Coordinate Tabletop and Functional Exercises for employees and IMT.
- Review, update and train employees on the existing Emergency Plan.
- Develop and maintain a district Continuity of Operations Plan (COOP) and work with department managers to ensure the critical functions/services are available/restored as quickly as reasonable after an incident.
- Develop effective emergency planning processes to ensure that stakeholders have a high level of understanding and commitment to emergency preparedness and business continuity plans.
- Facilitate training for WVC Incident Management Team members to respond using the National Incident Management System (NIMS).
- Understand the unified command structure and be prepared to integrate campus responders and resources into this structure in the event of an emergency or campus event, as directed by the emergency response agency incident commanders.
- Work with department administrators and managers in the development of department-level preventive, preparedness, response and recovery plans that align with WVC’s Emergency Plan.
- Establish cooperative relationships with surrounding city and county agencies, school districts, police and fire departments to include them in the college’s emergency plan.
- Review and recommend revisions to Memorandums of Understanding with community partners to comply with changing regulations.
- Provide direction during emergency situations and act as an IMT member. Responsible for departmental planning, establishing departmental goals, and assessing department activities
- Represent the college at professional and community organizations; take part in college and state committees as necessary; take part in college professional conferences and in-service activities.
- Develop and maintain effective working relationships with all college departments and be willing to address complaints and suggestions in a positive, appropriate and timely manner

Minimum Qualifications
Minimum Qualifications:
- Bachelor’s degree from an accredited institution in a field such as security or emergency management or related field, experience may substitute for degree.
- Three or more years of progressive experience in safety and security operations, emergency management, safety and security polices and regulations and management of day-to-day safety, including experience with reporting requirements for Department of Education and current state and federal regulations.
- Or, if you do not meet one or more of qualifications listed above but have an applicable combination of education and experience which demonstrates the ability to perform the essential functions of the position.
Preferred Qualifications:
- Previous knowledge and experience with Washington state policies and procedures pertaining to safety, security, OSHA, WISHA, Unified Fire Code, EPA, DOE and emergency management.
- Training or experience with the Jeanne Cleary Act reporting and notification standards.
- Experience in team building and conflict resolution.
- Experience in budget and expenditure management.
- Training, coursework, and/or certification in the following areas: CERT; FEMA ICS 300, OSHA 501 Certified.
- Previous work experience in higher education, particularly in the community college environment.
- Previous experience working with higher education and safety and security policies and procedures.
- Working knowledge of Microsoft Office programs.
- Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
- Bilingual in Spanish and English.

Other Qualifications
Terms of Employment:
This is a full-time professional exempt position contracted on an annual basis. The starting salary range for this position is $82,500 to $90,956 annually. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Flexibility in scheduling is required to meet the needs of the department.

Work Schedule & Environment:
- Normal work hours are Monday through Friday, but occasional evening and weekend work may be required. Work in a busy office environment with frequent interruptions and distractions.
