SOUTH COAST AQMD AND JOB OVERVIEW


This is a promotional recruitment, open only to current South Coast AQMD employees, and is expected to result in an eligible list from which current and future Senior Enforcement Manager vacancies may be filled, in any unit within the Office of Compliance & Enforcement, during the 6-month life of the list.


ABOUT THIS POSITION

There is currently a vacant Senior Enforcement Manager position approved to be filled in the Toxics & Waste Management Team of the Office of Compliance & Enforcement (OCE), reporting to Assistant Deputy Executive Officer Victor Yip.

The Senior Enforcement Manager is responsible for daily administration of a major subdivision of OCE. Positions in this class require highly specialized knowledge of air pollution control principles and strategies in at least one of the following areas: commercial/industrial operations; toxics/waste management; refinery/energy operations; service station operations; and/or the Title V and RECLAIM programs.  Senior Enforcement Manager positions also require in-depth knowledge of air quality rules and regulations, the ability to effectively implement South Coast AQMD policies and procedures, and the skills necessary to design, coordinate, and direct major projects or studies. Senior Enforcement Managers oversee a large number of staff – including field inspectors, supervising inspectors, air quality analysis and compliance supervisors, air quality and/or staff specialists, and clerical support staff – performing a wide variety of inspection and administrative program duties designed to ensure implementation of enforcement goals and objectives.

Specific duties for the current vacancy in the Toxics & Waste Management Team include, but may not be limited to, the following:

  • Overseeing inspections of landfills, chrome plating facilities, wastewater treatment plants, renovation and demolition projects, Rule 1466 clean-up sites, and other sources of toxic air contaminants; 
  • Coordinating field activities in response to emergencies and other incidents relating to toxic releases and/or facilities; 
  • Representing South Coast AQMD at landfill and solid waste-related community meetings; and
  • Participating in rule-making meetings relating to Toxics facilities.


EXAMPLE OF DUTIES

  • Organizes and directs the enforcement activities of a branch engaged in the inspection of commercial and industrial equipment, material, and processes in determining compliance with South Coast AQMD regulations and rules, State Health and Safety codes, and federal laws and regulations.
  • Manages and establishes program objectives and goals for the branch in order to meet the overall division goals by prioritizing, assigning, supervising, and reviewing the daily technical and administrative activities of the branch.
  • Assigns and reviews the work of subordinate staff responsible for section and office enforcement activities and evaluates training needs; directs the completion of special assignments and projects, workload statistics, and reports; adjusts priorities of the sections offices in order to improve the reliability, efficiency, and productivity of enforcement resources.
  • Evaluates and prepares performance evaluations on subordinate supervisory personnel. Reviews and approves performance evaluations prepared by supervisory personnel. Provides guidance on employee performance and disciplinary matters and undertakes the major performance and disciplinary problems.
  • Assists the Deputy Executive Officer and Assistant Deputy Executive Officer in preparing responses and providing information on enforcement actions and activities.
  • Coordinates and supervises the preparation of all monthly and quarterly technical reports required by South Coast AQMD or by law; develops the report outlines, schedules deadline completion dates, reviews for accuracy and format, assures that all legal specifications are met and makes recommendations on substantive aspects of the reports.
  • Reviews proposed ordinances, resolutions, rules and regulations for enforceability and recommends their adoption, enactment or amendment.
  • Develops and coordinates standardized policies and procedures in application of the rules, with other Division managers to ensure consistency of rules application.
  • Meets with other governmental agencies, industry representatives, and environmental organizations; and represents South Coast AQMD at public meetings and hearings involving South Coast AQMD rules and regulations and emergency situations such as chemical or toxic spills.
  • Attends and participates in meetings with branch, division, and South Coast AQMD personnel involving enforcement activities.
  • Participates in the development of rules impacting the inspection of commercial and industrial equipment, materials, and processes.
  • May act as liaison with the Hearing Board; ensures that both, Chief Prosecutor and South Coast AQMD Counsel staff, are thoroughly briefed on all aspects of cases under review; and may appear and provide testimony in court or before civil and administrative hearings.
  • Reviews recommendations for prosecution of violations and analyzes cases for adherence to proper procedures.
  • Assists in the preparation of the division's budget; reviews and approves expenditures.
  • May act for the Deputy Executive Officer and/or Assistant Deputy Executive Officer in their absence.


MINIMUM AND DESIRABLE QUALIFICATIONS


DESIRABLE QUALIFICATIONS

In addition to the Minimum Qualifications which follow, the most competitively qualified candidates will also possess: 

 

  • Extensive experience supervising field enforcement staff and activities for commercial/industrial operations, toxics/waste management facilities, refinery/energy operations, service station operations, the Title V and RECLAIM programs, and other programs that involve accomplishing compliance goals through subordinate supervisors.
  • Ability to analyze compliance problems and identify, recommend, and implement innovative and effective solutions.
  • Ability to interact effectively with a wide variety of stakeholders and establish a credible presence when representing South Coast AQMD's programs and policies.
  • Ability to prepare concise, easily understandable, and accurate technical reports, and to communicate effectively orally and in writing with elected officials, community members, and regulated businesses.
  • Ability to speak and make presentations at official meetings attended by elected officials, Board Members, public and private sector representatives, community members, and the general public.

 

MINIMUM QUALIFICATIONS

Training and experience which would demonstrate the knowledge, skills, and abilities to manage and direct a technical enforcement program; knowledge of chemical and engineering principles; petroleum and chemical processing, electronic and mechanical operations of air monitoring equipment and commercial and industrial plants; technical methods and applications involved in the testing and analysis of sources of air contaminants; familiarity with local, state, and federal laws relating to air pollution matters.

Ability to manage, schedule, coordinate, and evaluate the work of personnel through subordinate supervisors; provide innovative solutions to technical problems, such as the applications or enforceability of rules and regulations; develop policies and procedures; communicate effectively with all levels of management both orally and in writing; represent South Coast AQMD at public meetings and hearings; resolve sensitive problems involving the public and private agency representatives.


Evidence of the required knowledge, skills and abilities will be demonstrated in part, by graduation from an accredited college or university, with a major in chemistry, engineering, mathematics, physics or a related field, and two years of experience in supervising professional and technical staff involved in environmental or air pollution analysis, or two years of experience equivalent to the Supervising Air Quality Inspector class or above.

A master's degree in engineering, chemistry or a related field may substitute for some managerial, administrative or direct supervisory experience.

LICENSE:  Possession of a valid California Class "C" Driver's License.
