Job Summary


This recruitment is only open to current classified employees in State service with at least six months of continuous, full-time equivalent service for the Department of Emergency Management. 

Management Analysts conduct studies, research, and examination of management and administrative areas such as agency operations, forms, policies and procedures, workflow, legislative analysis, management research, and statistical and informational analysis.

This position is with the Department of Emergency Management located in Carson City. This position may be filled in Carson City, Las Vegas or Elko. Under general direction of the Preparedness Portfolio Manager, demonstrate mastery of the Planning Practitioner Program, performing technically complex assignments critical to programmatic operations. Streamline complex, sensitive, and analytical planning program processes that involve planning, research, policy development, budgeting, and legislative drafting. Serve as first line supervisors for lower-level Management Analysts. Conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; programmatic operations such as forms, policies and workflow; legislative analysis; management research; and statistical and informational analysis. Make recommendations and assist in or implement new or revised procedures and systems. Conduct financial, statistical or investigative studies; compile and analyze data; prepare and present reports summarizing study results; make recommendations regarding policies, procedures or future course of action, and the development of new programs. Plan, organize and coordinate the development and implementation of revised operating procedures for the planning program by analyzing workflow, space allocation, staffing and other factors to improve effectiveness and efficiency of programmatic operations; coordinate the development of new forms, work methods and automated systems used to process information related to the planning program. Participate in the preparation, monitoring and maintenance of the planning program budget by estimating future expenditure levels based on historical data; making projections for future costs; monitor fiscal transactions to ensure expenditures are in conformance with State and policies, regulations and budgetary limits; and develop comprehensive narrative and financial reports for presentation to management, commissions and boards, and other entities. Develop, monitor and review complex planning contracts and grants; recommend approval or modification to contracts based on governing laws and regulations. Review, write, revise and recommend administrative policies for the planning program; issue oral and written directives in the form of policy statements and manuals; prepare correspondence. Review, monitor and research bills submitted to the Legislature impacting the planning program; inform management of possible implications; and recommend an appropriate course of action. Conduct activities designed to eliminate or reduce the probability of emergencies, prepare agencies and organizations to respond appropriately, and test emergency operations plans periodically in adherence to Nevada Revised Statute 414.040: written plans for the mitigation of, preparation for, response to, and recovery from emergencies and disasters; assist in the development of comprehensive, coordinated plans for emergency management by adopting an integrated process involving governmental entities, business and industry, volunteer organizations, and other interested persons; develop a written guide for the preparation and maintenance of emergency response plans to assist persons or governmental entities required to file such plans pursuant to NRS 239C.250, 239C.270, 388.243, 394.1687, or 463.790; annual review and revision of the guide, with posting on a publicly accessible Internet website on or before January 15 each year; provide a copy of the written guide developed to any person or governmental entity required to file a plan upon request.

  10. Review, monitor, and research bills submitted to the Legislature impacting the work unit, inform management of possible implications, and recommend an appropriate course of action.
  11. Propose and draft legislation for the agency, provide testimony before legislative committees, and develop regulations from approved legislation.
  12. Plan, organize, and coordinate the development and implementation of new or revised policies, procedures and/or work methods.
  13. Analyze workflow, space allocation, staffing, and other factors to improve effectiveness and efficiency of operations.
  14. Coordinate the development of new forms, work methods, and automated systems.
  15. Design and conduct analytical, investigative, informational, statistical, and research studies related to various aspects of the agency's operations.
  16. Make recommendations regarding the agency’s position on issues, future courses of action, and the development of new programs or services based upon study findings.
  17. Perform statistical and informational analysis and prepare analytical, narrative, and statistical reports.
  18. Function as the singular expert in their program or discipline area.
  19. Perform related duties as assigned.

  • Developing computer generated reports.
  • Organizing, developing, and making presentations.
  • Mathematical and statistical computation and research and analysis techniques.
  • Designing analytical research studies and identifying research needs and problems.
  • Coordinating and implementing diverse work plans.
Ability to:
  • Read and interpret technical reports, governmental publications, and federal directives; write comprehensive analytical, narrative, and statistical reports, recommendations, and legislative proposals.
