Job Description

About the Department

Manages the initiation, preparation, delivery, and oversight of multiple portfolios of engineering projects across multiple disciplines, including different aspects of development through execution

Position Duties


  • Manages transportation and infrastructure including developing workplans, schedules, cost estimates, and specifications
  • Provides oversight to consultants on transportation and related projects; may include acting as the Resident Engineer
  • Monitors work for compliance with schedule, budget, technical, safety, and legal requirements
  • Reviews contract documents and assists with bid forms, pre-bid conferences, and proposal evaluations and recommendations, Coordinates activities/operations with other Metro staff and public agencies
  • Resolves design and field construction problems
  • Attends progress meetings and reports on contract status
  • Supervises subordinate staff
  • Expedites design and field changes
  • Advises on content of operations and maintenance manuals
  • Recommends policy/procedure improvements
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees

May be required to perform other related job duties

Minimum Qualifications


A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.  Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Engineering or in a related field
Experience
  • Six years of relevant experience or three years of relevant supervisory experience in the management of major engineering projects in transportation and/or infrastructure
Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • State of California registration as a professional engineer preferred

Preferred Qualifications 

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. The following are the preferred qualifications:

  • Experience managing design contracts, leading design coordination meetings, and facilitating comment resolution for project deliverables
  • Experience working on Alternative Delivery projects, in the Construction Manager/General Contractor (CMGC) capacity to streamline construction processes and timelines
  • Experience managing, reviewing, and responding to Requests for Information (RFIs) and submittal for large scale rail and transit projects
  • Experience writing or analyzing technical papers and reports, including resolving complex designer inquiries

Other Qualifications

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles and practices of engineering, transit scheduling, service planning and bus and rail operations
  • Applicable local, state, and federal requirements and standards
  • Basic principles of rail and bus operation and maintenance
  • Business computer use applications, related to contract scheduling and financial record keeping-Contract administration related to major transportation and infrastructure projects

  • Communicating effectively orally and in writing
  • Establishing and implementing policies and procedures
  • Interacting professionally with various levels of Metro employees and outside representatives

  • Monitor major, multiple contracts, keeping them on schedule, within budget

  • Prepare comprehensive reports and correspondence
