About the Department
The Senior Manager of Facilities Infrastructure Engineering’s primary responsibility will be to support Capital programming and prioritization and will be responsible to assist the Deputy Director, Facilities Infrastructure Engineering, in developing design standards and guidelines related to civil/site/structural assets such as stations, administrative buildings, vehicle maintenance facilities, parking garages, parking facilities, parking facilities, and other system-wide support buildings. They are also responsible for supporting and interpreting codes for facility mechanical systems such as HVAC systems, ADA, tunnel ventilation systems, fire suppression systems, hoists, lifts, cranes, plumbing, drainage, and sanitary systems, and facility quality management, strategic facility planning and development of capital improvement projects, repairing and rehabilitating MBTA infrastructure system wide. They will coordinate with other departments and outside agencies as needed in order to perform comprehensive design reviews and quality management functions as directed. They will provide highly complex engineering support to the Chief Engineer’s Office, Maintenance Departments and Capital Delivery.
Position Duties
- Liaise with the Capital Delivery, Design and Construction department to assist in performing:
- Facility design review
- Quality Management functions of facility construction.
- Prioritize capital project scopes of work and preliminary design
- Assist with engineering support as directed
- Liaise with all departments within the Office of Stations and Engineering & Maintenance of Way including Power Division, Signal Division and Maintenance of Way to assist with:
- Coordinating asset end-of-life with capital renewals
- Prioritize scopes of work and preliminary design for transition to the Capital Delivery, Design and Construction Department
- Interpret and validate facility standards for facility/civil/site/structural assets system-wide to ensure consistency across all disciplines within the MBTA
- Performing engineering and design review of work performed by consultants, contractors, and MBTA engineering staff
- Quality Management functions including: conducting site inspections of systems and materials to verify quality
- Review facility design, construction, and maintenance standards. Develop and oversee engineering designs at various levels of completion ranging from preliminary or conceptual to final, specifications and standards for modifications to MBTA infrastructure.
- Utilize established methods and procedures to ensure infrastructure designs are in conformance with MBTA requirements and standards.
- Advise Chief Engineer’s Office of capital investment priorities from a facility asset condition perspective.
- Develop budgets and reports for proposed projects, evaluating various impacts of proposed projects to determine feasibility, providing recommendations to executive management and department managers and participating in technical committees and panels.
- Supports operational, facilities, real estate and planning functions by examining and identifying deficiencies within existing facility assets, preparing recommendations for improvements, providing technical advice and guidance, reviewing development projects that may impact existing rail systems and facilities and participating in internal audits as needed.
- Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
- Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed; respond to each inquiry in a courteous and professional manner consistent with the Authority’s customer service quality standard.
- Uphold the rights and interests of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
- Perform other related duties and projects as assigned.
Minimum Qualifications
- A Bachelor’s Degree in civil engineering, structural engineering, construction management, facilities management, architecture, or a related field from an accredited college.
- Seven (7) years of experience performing professional engineering work in design, estimating, construction and contract administration, in any of the following disciplines: Structural, Facilities, Civil, or related.
- Experience with facility engineering as it relates to establishing facility engineering standards for civil/site/structural assets as well as supporting facility mechanical systems such as HVAC systems, tunnel ventilation systems, fire suppression systems, hoists, lifts, cranes, plumbing, drainage and sanitary systems and associated control systems. Familiarity with building/facility control systems, hardware and automated control and monitoring systems.
- Working knowledge of CAD, Word, Excel, mainframe or database applications. Proficient with the use of MS Office, PowerPoint and Graphic applications.
- Effectively communicate with customers, employees, vendors, contractors, designers, public legislators, and state and federal agencies.
- Have excellent customer service, conflict resolution, negotiation, communication (speaking, and writing) skills.
- Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills.
- Strong working knowledge of Building and Trade Codes and how they apply to MBTA facilities.
- Possession of a valid driver’s license without infractions in accordance with MBTA policy.
- Ability to pass a Criminal Offender Record Information (CORI) check, background screening, and the MBTA’s medical requirements, including a physical examination and drug and alcohol screening.
- Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting, including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
- Have the ability to work any and all shifts and/or locations assigned or directed.
- Be available to work twenty-four (24) hours per day, seven (7) days per week, 365 days per year.
- Have the ability to supervise and work effectively with a diverse workforce.
Preferred Experience and Required Skills
- A Massachusetts Professional Engineering (PE) license (or the ability to become registered in Massachusetts within 6 months).
- A Master’s Degree in electrical, civil, structural, mechanical engineering, facilities management, architectural, or a related field from an accredited college.
- Experience with transit facility construction, maintenance and operations.
- Experience managing Projects with MS Project 2013 or Primavera P3; resource loading within such construction schedule.
