About SDHC:
The San Diego Housing Commission (SDHC) is an award-winning public housing agency in the City of San Diego that provides innovative housing assistance programs for households with low income or experiencing homelessness. The San Diego City Council, in its role as the Housing Authority of the City of San Diego, oversees SDHC. SDHC helps pay rent for more than 17,000 households with low income annually; is a leader in collaborative efforts to address homelessness, such as the Community Action Plan on Homelessness for the City of San Diego and SDHC’s homelessness initiative, HOUSING FIRST – SAN DIEGO, which has created more than 11,000 housing solutions since November 2014 for people experiencing homelessness or at risk of homelessness; and creates and preserves affordable rental housing, with more than 23,000 affordable units in service in the City today with SDHC’s participation.
About the Department:
The Information Technology (IT) Department supports the agency's mission by ensuring that its core business applications, cyber security defenses, and departmental processes are implemented, regularly reviewed and updated, and comply with industry best practices. Underlying each of these functions is the IT Department's oversight of data governance - the overall management of data assets for SDHC regardless of where data is stored or who is consuming it.About the Position:
This senior-level role ensures the reliability, security, and performance of enterprise infrastructure across systems, networks, identity platforms, cloud services, and unified communications. The position leads major deployments, maintains technical standards, evaluates and recommends technologies, and serves as the primary escalation point for complex technical issues. It also contributes to technology planning, provides technical leadership to staff, and supports cybersecurity implementation and monitoring as needed to ensure response coverage.
Position Duties
Infrastructure & Systems Leadership
- Manage the reliability, and performance of network architecture, routing, switching, wireless systems, firewalls, VPN connectivity, and core network services.
- Administer and maintain enterprise directory and identity services.
- Manage Azure hybrid-resources, including virtual machines, identity integration, monitoring, and backups.
- Direct the operation and optimization of enterprise servers, storage, and virtualization platforms.
- Manage collaboration and unified communications systems, including Teams-integrated VoIP, Teams Rooms, and conference room A/V technologies.
- Lead system upgrades and changes, overseeing testing, deployment, documentation, and integration.
- Evaluate emerging technologies and future infrastructure needs to support organizational objectives.
Advanced Troubleshooting & Technical Expertise
- Diagnose and resolve complex hardware, software, network, and cloud issues.
- Identify and remediate systemic or recurring technical problems.
- Assist with security monitoring and initial triage as needed for response coverage.
- Serve as a senior technical escalation resource for IT staff.
Vendor, Project, and Stakeholder Engagement
- Act as the primary technical liaison with vendors and service providers.
- Lead or coordinate technology projects, ensuring milestones and deliverables are met.
- Provide technical leadership, mentorship, and guidance to less experienced technical staff.
Operational Practices & Responsibilities
- Ensure secure, reliable, and compliant technology operations consistent with organizational policies.
- Manage backup and recovery operations and routinely verify restore integrity.
- Maintain documentation, procedures, and system standards.
- Communicate clearly and professionally with staff at all levels and maintain strong working relationships.
- Manage mobile devices and cellular service lines, including provisioning, lifecycle management, and support for LTE/5G-connected equipment.
- Perform other duties as required to support departmental and organizational goals.
Minimum Qualifications
Knowledge of:
- Advanced hands-on experience with enterprise systems, networking, and virtualization platforms.
- Extensive practical experience with network infrastructure, including routing, switching, wireless systems, firewalls, VPN technologies, and LAN/WAN operations.
- Deep knowledge of directory and identity services, authentication methods, and multi-factor authentication.
- Strong proficiency with enterprise operating systems and application environments, including configuration, performance, and secure administration.
- Strong knowledge of Microsoft Azure hybrid-cloud services, including Azure AD/Entra ID, Azure Backup, Azure Monitor, Virtual Machines, and Conditional Access.
- Security fundamentals including system hardening, patching, and vulnerability remediation.
- Expertise in enterprise data management, storage systems, and backup/recovery operations.
- Unified communications and collaboration systems, including Teams-based telephony, Teams Rooms, and A/V platforms.
- Mobile Device Management (MDM) tools, device compliance practices, and administration of mobile service lines and cellular-connected devices.
- Documentation standards, communication best practices, and effective stakeholder engagement.
- Analyze complex technical issues, evaluate options, and recommend effective solutions.
- Plan and coordinate infrastructure and cloud system enhancements.
- Prepare clear technical documentation and reports for technical teams and leadership.
- Troubleshoot and resolve advanced issues across systems, networks, applications, and cloud environments, identifying root causes to prevent recurrence.
- Assist with security monitoring, triage, and response as needed to support response coverage.
- Manage multiple priorities and projects independently and effectively.
- Communicate clearly and professionally with staff, leadership, vendors, and partners.
- Provide technical leadership, mentorship, and subject-matter expertise in a collaborative environment.
- Maintain confidentiality and use sound judgment in sensitive situations.
- Perform upgrades, patches, reconfigurations, backups, and restores with high reliability.
- Represent the department in cross-functional and external technical initiatives.
Education and Experience:
Equivalent to graduation from an accredited four-year college or university with major coursework in Computer Software Programming, Computer Science, or a related field, and three (3) years of progressive professional experience in an Information Technology department primarily in Systems Administration support.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
Other Qualifications
Physical Demands:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various Commission sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.
Environmental Elements:Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
