About the Department

Join our dedicated Solid Waste team and play an important role in supporting essential environmental services throughout the community. This position is responsible for operating heavy trucks and specialized equipment to safely and efficiently transport solid waste and recyclable materials to and from County facilities, schools, convenience sites, and waste management locations. The work performed in this role directly contributes to maintaining clean, safe, and sustainable public spaces for residents and visitors. This position will be required to report to duty 24-hours a day, 365 days a year, as needed (for storms, fires, snow and ice removal, etc.)

Position Duties

  • Operate roll-off trucks, front-end loaders, knuckle boom trucks, and other assigned equipment to transport solid waste and recyclable materials between County facilities, schools, businesses, container sites, landfills, and recycling facilities
  • Collect, transport, and deliver solid waste, recyclable materials, and other designated materials to approved disposal, processing, or recycling facilities in accordance with established procedures and safety standards
  • Connect and disconnect containers; open and secure container doors; load, unload, and position containers and materials as required to support collection and transportation operations
  • Perform collection and transportation activities involving recyclable materials, including glass, cardboard, plastics, tires, and other approved materials
  • Maintain the cleanliness and appearance of container sites, work areas, assigned vehicles, and equipment to promote safe and efficient operations
  • Support County-sponsored events, special collection activities, and recycling initiatives as assigned
  • Complete daily operational records and reports, including route information, mileage, disposal activities, inspections, and other required documentation
  • Conduct pre-trip and post-trip inspections of assigned vehicles and equipment to ensure safe and efficient operation and compliance with applicable policies and regulations
  • Perform routine cleaning, fueling, and basic preventive maintenance of assigned vehicles, equipment, and wash rack areas
  • Identify, document, and promptly report vehicle, equipment, or operational issues to supervisory or maintenance personnel and assist in coordinating repairs as needed
  • Follow all applicable safety procedures, environmental regulations, departmental policies, and operational guidelines while performing assigned duties
  • Provide support for additional solid waste, recycling, and operational activities as required to meet departmental objectives

Minimum Qualifications

High school diploma or GED and two (2) years of experience involving operation of heavy trucks in a landfill or construction setting; or an equivalent combination of education and experience. 

Must have and maintain a valid North Carolina State Class B Commercial Driver’s License with an acceptable driving record.  

Must meet industrial physical examination for sight, hearing, cardiovascular, pulmonary, chest x-rays, blood pressure, blood sugar and lead levels, chemistry profiles such as cholesterol and liver functioning, etc., prior to employment.

Other Qualifications

  • Knowledge of the operation, maintenance, and safe use of heavy trucks and heavy motorized equipment utilized in solid waste and recycling operations
  • Knowledge of applicable safety practices, operating procedures, hazards, and precautions associated with operating heavy trucks and related equipment
  • Knowledge of federal, state, and local traffic laws, ordinances, regulations, and guidelines governing the operation of commercial vehicles and solid waste transportation activities
  • Knowledge of the geography of the County, including road networks, service areas, and designated collection and container sites
  • Knowledge of departmental operations, organizational structure, and the functions of related County departments and external agencies
  • Skill in operating heavy trucks and related equipment safely, efficiently, and in compliance with established policies, procedures, and regulatory requirements
  • Skill in performing routine vehicle inspections, basic preventive maintenance activities, and assisting with minor repairs to vehicles and sanitation equipment
  • Ability to learn and develop proficiency in the operation of additional heavy equipment and specialized vehicles as assigned
  • Ability to understand, interpret, and follow oral and written instructions, policies, procedures, and safety guidelines
  • Ability to communicate effectively and exercise professionalism, tact, and courtesy when interacting with the public, coworkers, and other stakeholders
  • Ability to perform the physical requirements of the position, including lifting, bending, climbing, standing, walking, and working outdoors in varying weather conditions
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, County personnel, and members of the public

Conditions of Employment

Must be able to receive certification in Manager of Landfill Operations within three years of hire. 

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
 
Successful candidates who receive a conditional offer of employment with Cumberland County must pass pre-employment screenings, including criminal history checks and drug screenings, as required by Cumberland County Policies and Procedures, prior to beginning work or receiving a final offer of employment.
