Job Description

The Pennsylvania Medicaid Management
Information System (MMIS) Modernization program is a large-scale enterprise
initiative focused on transitioning the Commonwealth’s legacy system into a
modular, modern system. The program encompasses complex module replacements,
including Provider Management Module, integration via APIs, and data conversion
workstreams. This engagement aims to optimize health and human services
delivery through improved vendor integration and robust enterprise release
strategies.


Position Summary

This role requires a forward-thinking Senior
Business Analyst with significant MMIS experience specifically within a
client-side environment. The successful candidate will proactively anticipate
future needs and trends to drive continuous innovation throughout the
modernization lifecycle. A core focus of this position is the ability to
produce high-quality Business Requirements Documents (BRDs) and utilize AI
capabilities to enhance the accuracy and efficiency of business analysis work
products.

Key Responsibilities

  • Requirements Management & Analysis
    • Identify, gather, and document business requirements
      for the MMIS Modernization initiative.

    • Track requirement changes from original project scope
      through Joint Application Development (JAD) sessions to final
      module-specific requirements.

    • Conduct JAD sessions involving end-users, business
      analysts, software developers, and QA teams.

    • Perform business systems planning, procedural
      development, and implementation validation.

  • Documentation & Delivery
    • Produce comprehensive Business Requirements Documents
      (BRDs) encompassing background, process flows, business requirements, and
      operational impacts.

    • Manage business contingency planning and
      problem-solving for complex system modernizations.

    • Ensure all requirements align with the Software
      Development Life Cycle (SDLC) standards.

  • AI Integration & Innovation
    • Generate effective AI prompts to assist in the
      creation of MMIS business requirements, BRD sections, and test scenarios.

    • Evaluate AI-generated responses for accuracy and
      relevance, iteratively revising prompts to improve output quality.

  • Stakeholder Engagement
    • Develop and maintain strong working relationships with
      stakeholders and clients.

    • Act as a self-starter, managing the business domain
      independently to ensure all project goals are met.



Requirements

  • Strong MMIS experience in a CLIENT
    environment (state agency perspective) rather than solely a
    vendor-module perspective.

  • Proven experience gathering requirements and planning
    business systems for large-scale IT modernizations.

  • In-depth knowledge of the Software Development Life
    Cycle (SDLC) and BABOK.

  • Demonstrated ability to write
    strong BUSINESS requirements (distinguished from functional or
    technical requirements).

  • Forward-thinking mindset with a track record of
    proactively identifying improvement opportunities.

  • Excellent verbal and written communication skills.
  • CBAP certification is a plus but not required.

Tools & Technology

  • Project Management: Familiarity with TFS/ADO
    (Azure DevOps) and MS Project.

  • Productivity: Strong proficiency in Microsoft
    Office (Word, Excel, PowerPoint).

  • AI Tools: Experience in AI prompt engineering and
    response evaluation for professional work products.

Required Deliverables

  • Business Requirements Documents (BRD) containing:
    • Project background and process flows.
    • Specific business requirements.
    • Assumptions and key decisions (including decision
      dates).

    • Open issues and testing scenarios.
    • Operational and cross-initiative impacts.

Work Location

Harrisburg preferred; not mandatory.
