Job Description

About the Department

Performs clerical and administrative functions related to the operations of the County Clerk's office which include assisting the public in a tactful and courteous manner in all business related to recording and elections. Must possess strong computer competency, attention to detail, and superb customer service skills.  

Position Duties

ESSENTIAL JOB FUNCTIONS:  
Essential functions may include any of the following tasks, knowledge, skills and other characteristics.   The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks. Receives all documents to be recorded in the County or filed with the clerk; examines documents for proper content; collects proper fees; records and indexes documents on a computer; recognizes legal descriptions and listings of grantor/grantee; assists the public in locating documents; makes frequent copies and performs searches as requested for both internal and external customers. Preserves and maintains historic county archived documents.
Issues marriage and civil union licenses.
Responsible for maintaining and monitoring accounts; posts and processes payments; balances daily receipts and department wide workbooks; prepares daily deposits.
Registers new voters and updates registration rolls; proofreads data entry to ensure accuracy.
  
 Assists with elections under the supervision of the County Clerk and Elections Administrator; prepares election materials and assist in testing voting equipment; issues ballots for mail ballot and in-person voting; answers questions from the public regarding registration, voting and the election process. 

IMPORTANT JOB FUNCTIONS:
Maintains and upgrades professional knowledge, skills, and development by attending trainings as well as completing the Colorado Election Certification program within 6 months of hire.
Disseminates a variety of information to various agencies, divisions, and departments via telephone, mail, email or fax. 
Serves as backup for other positions within the department.
Performs other related duties as assigned.
Regular and predictable in-person attendance is required.

Minimum Qualifications

Education and Experience:
High School diploma or GED; and,
One to two years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:
Will be required to become a Colorado Notary

Other Qualifications

Knowledge of:
Basic accounting and bookkeeping procedures.
Record keeping, report preparation, filing methods and records management techniques.
Standard business arithmetic, including percentages and decimals.
Correct English usage, including spelling, grammar, punctuation, and vocabulary.
General office procedures, policies and practices, as well as basic knowledge of computer and other general office equipment.
Computer applications related to the work.

Skill in:
Using tact, discretion, initiative and independent judgment within established guidelines.
Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols.
Typing at a rate of 40 net words per minute.
Organizing work, setting priorities, meeting critical deadlines, and following up assignments with minimum direction.
Customer service techniques.
Communicating clearly and effectively, orally and in writing.

Ability to:
Ability to perform highly detailed work in a fast paced environment accurately. 
Ability to maintain a courteous and helpful manner in dealing with the public.
Ability to establish and maintain effective working relationships with a variety of individuals. 
Ability to read and interpret documents such as rules, statutes, forms and procedure manuals.
Ability to learn, understand, and apply all applicable state, federal and local laws, rules and regulations.
