Job Description

About the Department

This TEMPORARY Maintenance Worker position will last no longer than 4 months.

The Maintenance Worker performs regular and recurring public works routine maintenance, installation and repair work on City utilities including water system, stormwater, wastewater, and other related services as assigned. This position utilizes authorized equipment and facilities to accomplish the work. Individuals assigned to this classification are expected to be competent in their skill area and perform proficiently and independently those assignments of a regular and recurring nature. The Maintenance Worker must maintain a high level of personal integrity.

Position Duties

  1. Utilizes a variety of hand and power tools and equipment to complete maintenance functions, including but not limited to, shovels, picks, rakes, crowbars, push rotary and small riding mowers, gas line trimmers, electric drills, wrenches, compressors, jack hammers, chainsaw, welding equipment, portable asphalt/concrete/carpentry saws, automobiles, equipment, sewer video truck, loader, backhoe, excavator, compactor, and high-velocity jet flusher.
  2. Maintains appropriate inventory of supplies and parts as needed for area of assignment.
  3. Maintains sidewalks, stairs, driveways, entryways and grounds; keeping them clean, safe and free from debris.
  4. Reads and records water and electrical meter register on scheduled basis. Inspects for proper meter operation and reports damaged meters, broken boxes/seals, unauthorized connections, and other related irregularities. Performs shop-level and field repair of residential and commercial water meters. Removes and/or disassembles meters, replace work parts and registers, assemble, and test for proper operation.
  5. Inspects water pumping and filtration systems, water storage tanks, wastewater pumpstations, water piping systems, water telemetry systems, and related equipment and facilities for proper function and operation in accordance with established procedures, and performs authorized adjustments and repairs.
  6. Performs recurring inspection of storm and sanitary sewer lines and cleans, flushes and restores lines to satisfactory operating condition. Makes repairs as needed to reduce infiltration, protect water quality and prevent flooding.
  7. Following established procedures, makes service connections to water mains using special tapping equipment to install valves, lateral water lines, blow-offs, hydrants and meters. Lays and aligns pipe to accomplish hook-ups, and flush to test installation in accordance with established procedures. Backfills excavation and completes surface restoration per established standards.
  8. Builds or repairs cabinets, shelves, doors, fences, roofs and other carpentry projects using power saws and standard hand tools. Selects and obtains materials in accordance with established procedures.
  9. May perform welding (oxyacetylene or electric), burning, cutting and painting in conjunction with primary work activities as needed.
  10. Acts in an “On Call” (Standby) status as part of a weekly rotational schedule for rapid response to after normal working hour’s emergencies to city services or infrastructure.

OTHER JOB FUNCTIONS

  1. May be required to perform duties of similar complexities in any City department as assigned.
  2. Performs work in accordance with sound safety practices.

Minimum Qualifications

Knowledge, Skills and Abilities

  • Due to call out requirement, must live a short distance (within 20 minutes) from Blaine.
  • Proficiency with various methods, tools and equipment used in all phases of job assignment.
  • Ability to operate or learn to utilize the various tools and equipment outlined in the essential functions.
  • Ability to understand and follow oral and written instructions.
  • Ability to work independently, is polite and courteous with supervisor, coworkers and the public, contributing to a positive, harmonious and efficient work environment even in stressful conditions.
  • Ability to respond to emergency maintenance situations calmly and efficiently.
  • Ability to work efficiently to ensure public safety on City streets, uninterrupted water, wastewater, and storm water services, and use of park and cemetery facilities.

Education and Experience

  • High School diploma or equivalent.
  • Minimum of two (2) years of experience as a maintenance worker or in a similar field of sufficient length of time to prove competency in the skill areas.

License and Certificates

  • Possess a valid State of Washington Commercial Driver’s License (CDL) and appropriate insurance at the time of hire for work-related travel and operation of city vehicle. Driving record free of any significant moving violations.
  • Must possess the following licenses and certifications, or obtain within 6 months of hire or as agreed upon by PW Director:
    • Forklift Certification Card
    • CPR/First Aid Card
    • Flagger Card
    • State of Washington Public Operator’s Certificate
    • Washington Water Certification WDM - 2
  • Pass appropriate background checks.
