Job Description

About the Department

The City of Jefferson is seeking a motivated and experienced Transit Division Manager to lead JeffTran, the City’s public transportation system. The successful candidate will oversee all aspects of transit operations while collaborating with public and private stakeholders to provide safe, reliable, convenient, and affordable transportation services to the community.

This position is responsible for planning, organizing, and directing the activities and work schedules of the Transit Division, including the management of transit-related infrastructure. Key responsibilities include overseeing the division’s budget, ensuring employees receive appropriate training, and maintaining fleet, equipment, and accessible facilities that are operating safely and efficiently.

Because the Transit Division relies heavily on federal and state funding, the Transit Division Manager must actively pursue, secure, and administer grants and funding opportunities through the Federal Transit Administration (FTA), the Missouri Department of Transportation (MoDOT), and other funding sources.

This position will be posted until filled.

Position Duties

Work with other City departments, organizations, and the public to meet the service delivery needs of the community.  Develop programs to enhance ridership, maintain fees and staffing, and promote availability through connections with the walking and mobility limited public.

Perform systematic and continuous evaluation of the transit system, including reviewing key performance indicators like ridership, routes, vehicle miles driven, accessibility to stops, level of safety and driver performance;

Interact with the Capital Area Metropolitan Planning Organization regarding FTA funded transit planning and other multimodal planning activities.  

Maintain an adequate staff of drivers and supervising personnel, including interviewing, hiring, training and terminating.   Develop and supervise employees, including setting work schedules, goals, and conducting annual performance appraisals.

Oversee, maintain, and record fleet and facility conditions including transit pedestrian/bicycle facilities.  This includes scheduling repairs and routine service; writing specifications for new equipment; evaluating orders; and checking inventories.

Responsible for writing and executing division budget requests; monitoring division revenue and expenses; and seeking, applying, and administering state and federal grants.
  
Respond to requests for charter bus services and other special requests; and ensures compliance with ADA requirements for the provision of para-transit service.
 

Minimum Qualifications

Must have a valid Missouri driver's license.

Requires an accredited Bachelors’ degree in Business Administration, Transportation Planning, Civil Engineering, or related field; and five years of experience in transportation planning, management or related field.  
  
Physical: Ability to sit, read, or write for extended periods of time. Ability to drive City vehicles. 
  
Mental: Ability to effectively communicate both written and orally to civic groups and city council; make effective presentations; maintain effective working relationships; maintain records and prepare reports; and remain calm in emergency situations.
 

Other Qualifications

Must have the ability to plan, organize, and direct the work of subordinates; have considerable knowledge of transportation planning methods; and effectively operate computer applications related to public transit and alternative transportation systems.
