Starting Salary Notice:
Initial appointments are typically made at or near the minimum of the approved pay range, consistent with budget authorization and internal equity.
Position Overview:
The Operations Manager (Treasury) directs and manages a major financial function including Budget, Treasury, or Disbursements (Accounts Payable and Payroll, including payroll administration supporting both Clerk and Board operations). The position ensures financial activities operate accurately, efficiently, and in compliance with internal controls, governing requirements, and organizational standards.
This role provides leadership over complex financial operational processes involving public funds and is accountable for reliability, accuracy, compliance, and performance of assigned financial functions. The position supports organizational effectiveness through operational oversight, financial process management, and coordination with leadership while maintaining strong internal control environments and audit readiness.
The role does not establish enterprise financial policy but exercises independent judgment in managing financial operations and ensuring consistent application of financial management standards.
Position Duties
Functional Oversight
Directs daily operations of a major financial function including budget administration, treasury operations, or disbursement functions including payroll and accounts payable activities supporting both Clerk and Board operations.
Establishes workflows, assigns supervisory responsibilities, and ensures financial processes operate efficiently and consistently with governing requirements and internal control standards.
Evaluates operational performance and implements process improvements supporting accuracy, accountability, and service delivery.
Compliance & Control Management
Ensures financial activities operate in accordance with internal controls and governing requirements applicable to public sector financial operations.
Monitors financial processes including budget controls, cash management activities, payroll administration, vendor payment processing, and reconciliation practices to ensure reliability and compliance.
Coordinates corrective actions when operational or compliance issues arise.
Leadership & Coordination
Provides leadership and direction to supervisors and staff responsible for financial operations.
Coordinates with leadership and departments to support operational priorities and continuity of financial services.
Communicates expectations and ensures consistent application of financial procedures and standards.
Minimum Qualifications
Operational Knowledge
Knowledge of governmental financial operations including budget processes, treasury activities, accounts payable administration, payroll processing, internal control frameworks, and financial reporting practices.
Management Skills
Ability to manage workflow, direct supervisors, coordinate operational activities, and maintain effective internal control environments.
Communication Skills
Ability to communicate operational requirements and expectations effectively across departments and leadership levels.
Judgment & Decision Making
Ability to evaluate operational risks and implement corrective actions supporting financial accuracy, compliance, and accountability.
Other Qualifications
Required Education
Bachelor’s degree in business administration, finance, accounting, public administration, or related field.
Required Experience
Experience managing programs, systems, process improvement initiatives, or operational performance activities.
Required Licensure or Certification
None required.
Equivalent combinations of education and experience may be considered.
PREFERRED QUALIFICATIONS
Advanced degree in business administration, finance, accounting, public administration, or related field.
Experience implementing financial systems or process improvement initiatives.
Governmental finance or public sector experience.
Project Management Professional (PMP), Lean, Six Sigma, or comparable certification.

90 - Day Introductory Period
WORK ENVIRONMENT
Work is performed in an office environment and requires sustained professional engagement, independent judgment, and consistent availability to support operational and leadership responsibilitiesinvolving financial operations subject to internal controls and audit review. The position may require prolonged sitting, standing, walking, and handling materials weighing up to approximately 20- 25 pounds.
The Operations Manager (department) is expected to manage workload fluctuations, meet critical deadlines, and adjust schedules as necessary to ensure continuity of financial services and compliance with governing requirements. Responsibilities may require extended hours during fiscal closing periods, audit activities, system implementations, or operational disruptions. Professional leadership presence and responsiveness are expected.
