Job Description

About the Department

The role of this individual is to provide manual labor and equipment operation for construction of water, reuse and sewer works projects.  Performs routine maintenance activities in a variety of work environments.

Position Duties

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Minimum Qualifications

ESSENTIAL FUNCTIONS:

  • Comply with all applicable safety, security, and environmental rules and ADEQ regulations, and city policies and procedures. 
  • Perform ditch construction excavation.
  • Assist equipment operator to watch for existing facilities and obstacles in ground to prevent damage. 
  • Assist equipment operator lubricate and bell together pipe joints. 
  • Properly tighten glands. 
  • Assist equipment operator to keep trench on grade during excavations. 
  • Shovel as needed around objects. 
  • Remove rocks from trench as needed. 
  • Rake as needed to form proper trench bed/spread gravel. 
  •  Install concrete and pavement after utilities repair.
  •  Flushing and line maintenance as needed.
  •  Making service connections(taps) for water, reclaimed, and wastewater.
  •  Assist with construction projects within water and wastewater systems.
  •  Operate equipment, hand tools, and power tools.
  •  Flag traffic as needed.
  •  Help with water, reclaimed and sewer leaks as needed.
  •  Work on standby rotation and maintain on-call status as required. 
  •  Assist equipment operator, Construction Manager in performance of various duties.

KNOWLEDGE OF:
  • Methods, policies, and procedures of construction techniques as they pertain to the performance of duties of the Utilities Construction Technician I/II/III. 
  • Compliance with all applicable safety, security, and ADEQ rules and regulations, OSHA rules, and city policies and procedures. 
  • Methods, organization and planning as they pertain to the performance of duties of the position and as reflected in the needs and requirements of Utility Operations Division. 
  • Laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. 
  • Terminology used within the Utility Operations Division. 
  • How to maintain effective relationships with coworkers through contact and cooperation. 
  • English usage, vocabulary, spelling, and basic mathematics. 
  • Applicable occupational hazards and safety precautions. 
  • How to react calmly and quickly in emergency situations.
 
ABILITY TO:
  • Learn and perform work assignments in the construction, maintenance and repair of the City utility systems.  
  • Use a variety of hand and power tools in the maintenance, repair and testing of water, reclaimed and sewer systems.  
  • Maintain accurate records and reports. 
  • Deal tactfully and courteously with the public. 
  • Complete time sheets electronically on a computer or tablet. 
  • Routinely enter/exit trenches. 
  • Establish and maintain cooperative working relationships.
  • Analyze and recognize problems and potential problems and recommend appropriate solutions.
  • Comprehend, interpret, and apply policies, procedure, rules, and regulations. 
  • Communicate clearly and concisely. 
 
SKILL IN:
  • Computer and computer software; spelling, grammar and strong organizational skills.
  • Distinguishing with a degree of accuracy the presence or absence of liquids, such as gasoline, or sewer gases in the lines through the sense of smell.
  • Developing awareness for potential hazards when climbing ladders.

The employee occasionally lift and carry weights in excess of 100 pounds (manhole rings and covers, pipe fittings, valves). Frequently lift weights of up to 15 to 20 pounds (weight of 4" pipe joints). Frequently lift weights of up to 6 pounds (approximate weight of one shovel of dirt). Constantly work from a standing position to perform majority of repair work. Frequently perform climbing activities on a ladder to access manholes, ditches, and pump stations. Frequently stoop / kneel / crouch when performing jobs in manholes and ditches. Frequently perform twisting motions to either the left or right when shoveling dirt or when pushing or pulling hand tape. Frequently reach with arms extended out front when using tools and equipment. Frequently seize, hold, grasp, or turn tools using hands to manipulate tools and equipment. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and the ability to adjust focus.
 
WORK ENVIRONMENT
 
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work is performed outdoors in varying temperatures and weather conditions.   Some assignments may be performed in a shop or confined space.  Exposure to hazards such as moving machine parts and electrical.  While performing the duties of this job, the employee may be subject to exposure to hazardous materials, moving mechanical parts, fumes, odors, gases, poor ventilation, extreme temperatures, work space restrictions, intense noises and travel.  The noise level in the work environment is usually moderately noisy.
