Job Description
Veteran Services Program Manager
 
Program:  Supportive Services for Veteran Families
 
Position:  Program Manager
 
Reports to:  Program Director
 
FLSA Status:  Exempt
 
Function:
 
Provide day-to-day management and administration for SSVF staff that provide accessible, gender and culturally-appropriate services for veterans and their families identified by the program, with a specialization in homelessness prevention, rapid re-housing and traditional supportive services. Develop and monitor the appropriate use of key linkages for clients for veterans and their families that overcome barriers to access and address intake, assessment, service planning, service delivery and goal achievement for attainment of maintenance of permanent housing. The position will provide leadership for the team, supervision, problem-solving for difficult or stuck cases, and case review. In addition the position will maintain an active case load of 25% of clients served by the SSVF office.
 
Qualifications:
 
A master’s degree in counseling psychology, rehabilitative counseling, or related human services field is preferred, but a bachelor’s degree may substitute upon review of other experience critical to homeless veterans and their families. Two years supervisory experience is required. Veteran or member of a veteran family is preferred.
 
Principal Activities:
 
  1. Ensure that program is in compliance with the rules and regulation of licensing and funding agencies, and in accordance with Volunteers of America Policies and Procedures.
  2. Promote Housing First model of service delivery. Develop and promote awareness of critical barriers to attaining or maintaining permanent housing, and rapid response to those barriers including assistance with legal services as allowable.
  3. Communicate effectively with referring agencies, the VA and community entitlement programs, treatment providers and collateral agencies to rapidly address and correct issues with service supports – especially benefits assistance, living skills, and employment.
  4. Ensure that staff works with veterans and their families to measure and assess the impact of services that support homeless prevention and rapid re-housing.; from assessment to service planning, delivery, and review.
  5. Provide program and professional supervision, promote team-based collaborative planning, provide QE review of case files, and ensure collaborative relationships with the VA, SSVF Staff, and Coordinated Entry staff within the homeless system.
  6. Complete all appropriate reporting in HMIS and other systems as required, as well as ensure staff’s data entry is accurate and timely.
  7. Complete other duties as assigned.
 
Effect on End Result:
 
Staff is provided support to implement program policies and procedures. Planned services are delivered within the scope of the team’s resources and budget. The team produces meaningful outcomes and measured results. Veteran housing, employment, family, social support and life-skills issues are rapidly addressed and supports and services are amended or adjusted as required to ensure maintaining housing, economic stability or attainment of benefits, and socialization of veteran and family in their home community. Veterans receive appropriate transition and service plans and supports. Client file documentation is complete, accurate and timely. Statistical information is documented and reported. 
 
 
Language skills:
 
Ability to read, analyze, and interpret, common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write communications and memorandums that conform to prescribe style and format.  Must have the ability to effectively present information to top management, public groups and/or boards of directors.
