Across its programs, PCH currently supports 125 individuals in 21 CILAs, 74 individuals in 5 ICFs, and 128 participants in 2 Day Programs, including 58 individuals who attend while residing in programs operated by partner organizations. Position Summary: Vice President of Finance



Reporting to the CEO and partnering closely with the organization's external CFO consultant, the Vice President of Finance will oversee the day-to-day finance and accounting operations of a $20M organization serving individuals with intellectual and developmental disabilities across Illinois. This leader will directly manage a team of six finance and accounting professionals, support organizational priorities established by executive leadership, and ensure the accuracy, compliance, and long-term stability of the organization's financial operations.



A key initial priority will be improving accounts receivable, billing and collection functions. The successful candidate will work closely with internal staff and external partners to resolve historical billing and collection challenges, improve cash flow, and establish processes that reduce future issues. This is a hands-on leadership role that requires strong analytical skills, attention to detail, and a willingness to dive into complex financial data.



Given PCH's reliance on Medicaid, Medicare, Social Security, and other public funding sources, success will require navigating complex reimbursement processes, maintaining compliance across multiple funding streams, and working effectively with large datasets and reporting systems. The successful candidate will be comfortable identifying issues, reconciling information across platforms, and developing practical solutions in a highly regulated environment.



Key Responsibilities:




  • Financial Leadership – Direct the day-to-day management of all accounting and finance functions while ensuring strong internal controls, accurate reporting, and the fiscal discipline

  • Team Leadership & Development – Assess, rebuild, and mentor the finance team, establishing policies, training, and accountability

  • Accounting Special Projects - Lead and execute financial and accounting initiatives identified by executive leadership, ensuring priorities are advanced in a timely manner, and projects are carried through to successful completion.

  • Accounts Receivable & Billing – Direct billing and collections tied to state contracts by implementing timely electronic claim submissions, automated aging reports, and clear roles for denial appeals, ensuring accuracy, compliance, and efficient cash flow.

  • Accounts Payable - Oversee the accounts payable function by implementing streamlined approval processes and regular audits to ensure timely payments, compliance, and accurate expense tracking

  • Payroll Administration - Manage the financial aspects of payroll in partnership with Human Resources, ensuring compliance with tax and labor laws.

  • Data & Analysis – Navigate and interpret complex financial data across multiple systems, leveraging insights to strengthen operations and drive improvements.

  • Cash Flow & Forecasting – Monitor cash flow daily, prepare financial forecasts, and analyze variances to support proactive decision-making and financial stability.

  • Financial Reporting – Deliver accurate, timely, and actionable financial reports and analyses to the CEO, Board of Directors, and leadership team.

  • Audit & Compliance – Lead annual audit preparation and coordination with external auditors, ensuring compliance with all state, federal, and contractual regulations.

  • Budgeting & Planning – Direct the annual budgeting process, align financial plans with organizational priorities, and provide scenario planning for leadership.

While overseeing a team, this leader will personally analyze data, investigate issues, build reports, reconcile information across systems, and help solve complex operational challenges. This individual takes ownership of outcomes and is willing to step into the details when needed to move important work forward.



Technical Expertise & Data Fluency

PCH operates within a highly regulated environment supported by multiple government funding streams, reimbursement systems, and databases. The successful candidate will be comfortable navigating large datasets and multiple technology platforms, while identifying discrepancies and developing practical solutions. operational information. Experience working with government reimbursement programs, billing systems, and data-intensive environments will be highly valued.
