The Workforce Development Department (also known as Workforce Solutions for North Central Texas) is seeking a Workforce Insights Analyst to join the Workforce Development team of the North Central Texas Council of Governments. The Workforce Insights Analyst supports Workforce Solutions for North Central Texas (WSNCT) by leading key workforce data, research, and analytics functions. This role is responsible for managing the annual Target Occupations List (TOL) process and administering the Eligible Training Provider List (ETPL), including related workflows. The position also serves as a steward of workforce data quality, ensuring that analytical products used for policy, planning, and public communication are accurate, reliable, and well‑documented.
Responsibilities for this role include, but are not limited to:
- Lead workforce data initiatives. Manage and refine processes to identify high-demand occupations and critical skills gaps. Use data analysis and stakeholder input to ensure regional training providers align directly with current and future workforce needs.
- Oversee the Eligible Training Provider List (ETPL) system, managing the onboarding, review, and compliance processes for training providers and their programs. Ensure all related information on WSNCT channels is accurate.
- Oversee labor market, workforce, and demographic dashboards and reports. Utilize data visualization tools to design and develop compelling, decision‑ready visualizations, dashboards and reports for internal and external stakeholders. Perform data validation, quality assurance, and troubleshooting to ensure analytical outputs accurately represent underlying data.
- Design lightweight digital tools to improve data accessibility, including data portals, automation scripts, and solutions that streamline access to labor market data and performance metrics.
- Support stakeholder engagement. Present complex information clearly and compellingly to diverse audiences. Monitor local, state, and federal workforce and economic trends, and develop updates on their implications for WSNCT partners and the North Central Texas region.
- Collaborate on cross‑functional projects involving workforce data. Serve as a technical and analytical lead on initiatives such as the annual Target Occupations List, ensuring data sources, assumptions, and methodologies are documented and defensible. Coach team members on data literacy, analysis tools, and appropriate use of workforce data.
- Ensure data quality, integrity, and reliability. Identify, document, and manage the data required to support workforce reporting, analytics, and visualization. Implement appropriate data quality controls, normalization processes, validation checks, and documentation to ensure data is accurate, consistent, current, and fit for decision‑making purposes.

Compensation:
- Starting Salary Range: $59,493.45 - $77,000.00 depending on skills, qualifications and experience.

An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
